India's Food safety and standard authority have issued an office memorandum directing all FBOs who outsource their food products from third-party food manufacturing units now need to obtain a license under the FSSAI license for Relabeller kind of businesses.
According to these new guidelines, a relabeller needs to obtain a license either from state or central licensing authorities according to the eligibility of their respective FBOs.
This decision is taken to regulate the outsourcing of food products by brands and to maintain the quality of food products for the end consumers.

FSSAI is an autonomous institution under the ministry of health, and family welfare, which was formed in 2006 to lay down science-based food safety standards and guidelines for all food businesses operating in India, and all FBOs are required to have a mandatory FSSAI registration/ license to operate legally in the country.
According to FSSAI, a relabeller is considered a deemed food manufacturer who does not own any manufacturing unit but outsources food products from third-party manufacturers and sells them on his brand name. All such FBOs must also have an FSSAI central license or FSSAI state license based on the cumulative capacities desired by the relabeller. Relabeller can only get their product manufactured by an FSSAI licensed food manufacturing business operator.
NOTE : If the FBO is operating in more than one state then an FSSAI Central license must be required for its head office.

After completion, a 17-digit application number will be provided instantly, and you can track your application status on foscos portal or you can track your application on our application status checker tool.
After successfully applying, the concerned authorities will accept or reject the application within 7 working days. If the application is rejected, then an inspection will be held by a food safety officer at the premise.
After the food safety officer does the inspection and verification of documents, approval for clearance will be issued to concerned authorities to issue an FSSAI license.
Once the process is complete, a license will be issued within 30 working days, and a soft copy will be provided to the registered email address.

Note : As per the new norm of FSSAI. The applicants are required to pay only Initial fee of ₹1000 + 18% GST on it for their FSSAI licenses. However once the application is processed and passed by the licensing authorities then the rest of the differential amount i,e respective license fee along with differential GST has to be paid by the applicant within 30 working days. If the applicant failed to pay the amount then approval will be auto rejected.
Note: The aforementioned Fees is exclusive of GST.
The maximum validity of the FSSAI license is 5 years and a minimum of 1 year.
Applicants can file for FSSAI renewal 180 days before the due date.
In the case renewal of a license is not filed till 30 days before the expiry date, a late fee of INR 100 per day is to be paid by FBO, along with the renewal fee.
FBOs filling for FSSAI renewal from the 1st to 90th-day after the day of expiry, then they shall be charged 3 times the original annual fee respectively and 5 times if they appear after the 90th day from the day of expiry.
