Steel Import Monitoring System, also known as SIMS registration, is a mandatory requirement for the import of steel products in India. According to notifications issued by the DGFT, the Government of India import policy in Chapters 72, 73, and 86 of ITC (HS) 2022 has been modified to make prior registration of steel and iron products compulsory before the arrival of the shipment. SIMS has been strategically developed to track the import of steel, maintain transparency in trade, and enable informed decision-making.
The application must be made between 15 and 60 days before the expected arrival of the steel shipment in India. After the successful submission of the application, a Unique Registration Number (URN) is generated, which must be shared at the time of customs clearance. Failure to comply with the SIMS requirements would result in penal actions under the FTDR Act, 1992, which would include a penalty of up to five times the value of the goods or ₹10,000, whichever is higher
