Steel Import Monitoring System Registration - Process, Fees & Documents

Steel Import Monitoring System, also known as SIMS registration, is a mandatory requirement for the import of steel products in India. According to notifications issued by the DGFT, the Government of India import policy in Chapters 72, 73, and 86 of ITC (HS) 2022 has been modified to make prior registration of steel and iron products compulsory before the arrival of the shipment. SIMS has been strategically developed to track the import of steel, maintain transparency in trade, and enable informed decision-making.

The application must be made between 3 and 60 days before the expected arrival of the steel shipment in India for most countries or between 2 and 60 days for Nepal, Bhutan, Sri Lanka. After the successful submission of the application, an Automatic Registration Number (ARN) is generated, which must be shared at the time of customs clearance. Failure to comply with the SIMS requirements would result in a penalty of not less than ₹10,000 and not more than five times the value of the goods, whichever is more, under Section 11(2) of the FTDR Act, 1992. Upon successful submission and verification, a single ARN can cover multiple consignments of the same product from the same country of origin within 75-day validity. One application can carry multiple items where importers, exporters, manufacturers, country of origin, and port of exportation are identical.

SIMS Registration Process

SIMS Registration is an online process managed by the Directorate General of Foreign Trade (DGFT). Importers of notified steel products must complete the registration before filing the Bill of Entry.

  • Registration on Portal: Login to official portal of Steel Import Monitoring system using the proper IEC number and the registered email ID and mobile number.
  • Online Application Submission : Use the new SIMS 2.0 portal and complete the application form by entering information such as exporter and manufacturer information, country of origin, country of melt and pour, HS code, product description with technical specifications, quantity, and estimated CIF value.
  • Payment of Registration Fee : The government fee for generating a SARAL SIMS Registration Number is Rs. 750, including the registration fee of Rs. 500/- and processing fee of Rs. 250/-
  • Get Automatic Registration Number (ARN) : After making the successful payment, an Automatic Registration Number (ARN) with the prefix "S" (or sometimes called STL Number / SARAL SIMS Registration Number) is created, which is valid for 75 days from the date of registration.
  • Complete the Customs Clearance Process : The Bill of Entry (BOE) number must be updated in the SIMS portal within 15 days of acquiring the ARN number. The customs department will not be able to process the clearance without a valid SIMS registration number.

Note: Once final-submitted the application cannot be edited; a fresh registration must be filed. Drafts can be saved and resumed before final submit. No refund on cancellation; additional payment is due only if the revised fee is higher.

What is SIMS Registration?

The Directorate General of Foreign Trade (DGFT) introduced the Steel Import Monitoring System (SIMS) Registration, an online platform designed to control and oversee the import of steel goods into India. It protects the interests of domestic manufacturers, helps the government monitor import volumes, and guarantees transparency in the steel trade. Steel Import Monitoring System 2.0 (SIMS 2.0) is the upgraded version of the Steel Import Monitoring System 1.0 introduced by the Ministry of Steel on 25 July 2024. This system aims to better monitor and manage the importation of steel in India. The old portal SIMS 1.0 has been replaced by SIMS 2.0 portal. The import policy for covered steel items is “Free, subject to compulsory registration under SIMS.” No separate government approval is required for import; importers are required to complete advance registration of the shipment details under SIMS.

The Steel Import Monitoring System (SIMS) was introduced under DGFT Notification No. 17/2015-2020 dated 5 September 2019 and became effective from 1 November 2019 . Before submitting their goods for customs clearance, importers of notified steel items are required to register online under this system. Information like the country of origin, HS code, description, quantity, and value must be entered during registration. Following completion of the procedure, a special registration number is given, which must be included in the Bill of Entry at the time of import.

Eligibility for SIMS Registration

All companies and individuals bringing notified steel products into India must register for the Steel Import Monitoring System (SIMS). The following are the requirements for eligibility:

  • Notified Steel Product Importers: Before importing steel products covered by the DGFT's SIMS notification, importers must apply for registration.

SIMS and BIS are two separate and independent requirements. Holding one does not substitute for the other — importers of QCO-covered steel products must comply with both before the shipment clears customs.
