Copper Import Monitoring System also known as CIMS registration, is a mandatory requirement for importing non-ferrous metals products in India such as copper, steel & aluminium. According to DGFT Notification No. 61/2015−2020, Dated 31st March 2021 the GOI has amended the existing Import policy of aluminium & copper under chapter 74 & 76, mandating all the importers to seek a prior approval from DGFT. A Unique registration number starting from “NFS” will be issued from Directorate General of Foreign Trade post registration under NFMIMS.
An application under copper Import Monitoring System must be submitted not exceeding 60 days & at least 5 days prior to the date of arrival of import consignment. CIMS registration provides freedom to consignee for importing multiple aluminium products & consignment within the validity period of registration. Failure to comply with the rules of NFMIMS, could attract penal provisions under Section 11(2) of the FTDR Act, 1992, attracting a penalty not less than 10,000/- & up to 5 times the value of the copper products.

The CIMS Registration is a mandatory online procedure managed by the Directorate General of Foreign Trade (DGFT). Importers of notified copper products must complete this process before filing the Bill of Entry.
Importers are required to pay a government fee while applying for the Copper Import Monitoring System (CIMS) Registration on the DGFT portal. The fee is calculated based on the CIF (Cost, Insurance & Freight) value of the consignment.
