How to Apply for RCMC Registration with CAPEXIL
Applicants shall have three things in place before filing the CAPEXIL application: an active IEC, an updated IEC profile on the DGFT portal, and a valid DSC or Aadhaar e-Sign linked to the DGFT account. Each of these is checked by the system before the form can be filed.
- Log In to the DGFT Portal and Access the e-RCMC Module: The application is filed online through the DGFT portal at dgft.gov.in. After login, the applicant enters the e-RCMC service to begin a fresh application.
- Review the Auto-Filled Business Information: The first section of the form collects firm data straight from the IEC profile. This covers the IEC, PAN, firm name, registered address, bank details, director information, and branch records. Every field needs a careful look, since corrections inside the RCMC form get blocked once the next section opens. Any error must be corrected on the IEC profile first.
- Choose CAPEXIL and Enter Chemical and Allied Product Details: In the RCMC Details section, the applicant marks CAPEXIL as the Export Promotion Council, then fills in the office for filing, the branch GSTIN, the membership tenure (1 to 5 years), the financial year, the MSME or Non-MSME status, the exporter category (Manufacturer, Merchant, or Manufacturer-cum-Merchant), the zone (EOU or SEZ where applicable), and the relevant fee slab. Export products are listed with their ITC (HS) codes, drawn from CAPEXIL's 16 product panels covering bulk minerals, granite and natural stones, rubber and rubber products, and allied products, along with the destination countries. The annual turnover, previous-year export performance, firm profile, website, and contact details of authorized representatives are also entered here.
- Submit Attachments, Pay Fees, and Digitally Authenticate the Application: If TDS applies, the applicant fills in the Tax Deducted at Source details first. The Attachments section follows, where supporting documents are uploaded in PDF format. Refer to the document section below to know the full document checklist. Fees are paid online through the DGFT payment gateway. Once paid, the applicant accepts the Declaration, reviews the Application Summary, and authenticates the filing using a DSC or Aadhaar e-sign before final submission.
- CAPEXIL Verifies the Application and Issues the Digital RCMC: CAPEXIL takes up the application for review. The Council verifies the business credentials, IEC and GST records, chemical and allied product list with ITC (HS) codes, supporting documents, and fee payment to confirm everything is in order. If clarification is needed, CAPEXIL posts a query on the portal, which the applicant resolves before resubmitting the application. Once approved, the digital RCMC certificate becomes available on the DGFT dashboard, usually within 7 to 10 working days. The Validity ranges anywhere from 1 to 5 financial years, regardless of the issuance month, with the certificate taken into account from 1 April of the issuance year up to 31 March of the fifth year.

2. CAPEXIL-Specific Documents
These are the documents specifically required by CAPEXIL. The exact set depends on your exporter category (manufacturer exporter, merchant exporter, or manufacturer cum merchant exporter) and your MSME or non-MSME status.
- Industrial License or Manufacturing License issued by the licensing authority (mandatory for Manufacturer Exporters)
- MSME / UDYAM Certificate, where applicable, to claim the MSME fee category
- Chartered Accountant's Certificate mentioning Export Turnover or Domestic Turnover for the last 2 years in respect of CAPEXIL's products (mandatory)
- Self-Declaration that the firm is not blocked or blacklisted by any Government Department or government organization
- Cancelled cheque clearly showing the bank name and account number
- Passport-size photograph of the authorised signatory
- List of CAPEXIL-covered products with HS Codes being exported, drawn from CAPEXIL's 16 product panels, including bulk minerals, ores, granite, natural stones, rubber and rubber products, auto tyres, paints, glass, ceramics, paper and paper products, plywood, cement, salt, stationery, graphite, chemicals, and allied products
- Star Export House Certificate issued by DGFT, where applicable
- Empanelment proof for each product panel, since CAPEXIL charges an additional fee per panel (Rs. 1,000 per panel)
- Dual RCMC Declaration, where applicable, for Manufacturer cum Merchant Exporters (a one-time fee of Rs. 1,000 every 5 years applies)
Note: All documents must be uploaded in PDF format during the Attachments stage of the DGFT e-RCMC application.
Fees for CAPEXIL Registration
The membership registration fees for CAPEXIL varies for MSME to Non-MSME members.
- The CAPEXIL admission fee for MSME’s is INR 3,000 for small category and INR 5,000 for large category manufacturers.
