CAPEXIL Certificate – Easy Guide for Chemicals and Allied Products Export Promotion Council

Registration fees for new applicants to CAPEXIL remain uniform across different categories. New applicants for CAPEXIL pay a single membership fee of ₹13,570 (inclusive of 18% GST) where the FOB value of exports in the previous financial year is up to ₹25 lakh.

Note : For CAPEXIL registration, Professional Utilities charges ₹7,499 + 18% GST for registration assistance, subject to eligibility. Professional fee covers the complete application process and is exclusive of government fees.

CAPEXIL, established in March 1958, is a non-profit export promotion council sponsored by the Ministry of Commerce & Industry. The council issues Registration Cum Membership Certificate (RCMC) that chemical and allied product exporters need to access DGFT schemes. Headquartered in Kolkata, CAPEXIL operates regional offices in New Delhi, Mumbai, and Chennai and represents a membership base of over 4,500 members across India. The primary mission of the council is to promote the chemical and allied industries and to encourage the export of chemical products by supporting exporters through various schemes and initiatives.

The CAPEXIL RCMC is issued for a fixed term and must be kept active through timely renewal. The validity period and the renewal process are given below.

Note: Continuous validity requires annual compliance. A lapse in turnover filing or subscription can affect the certificate.

Application for Registration-cum-Membership certificate with CAPEXIL is generally rejected due to the following reasons:

• Incorrect Export Promotion Council or Panel Selection: Registration with CAPEXIL even when primary export product belongs to different councils may lead to rejection of application.
• Incorrect or Missing ITC (HS Codes): ITC (HS) codes selected in the DGFT profile not aligning with the product categories permitted under CAPEXIL approved chemical and allied product groups may lead to application rejections or issues with export incentive claims.
• Expired or Invalid DSC or Aadhaar e-Sign: Active and valid Digital Signature Certificate (DSC) or Aadhaar e-sign is mandatory for e-RCMC submission.
• Incomplete Documentation: Failure to submit mandatory documents such as GST Registration, MSME/Udyam Registration results in rejection notice.

Post-registration compliance requirements for CAPEXIL RCMC include:

• Annual Renewal & Subscription : Annual membership fee must be paid each year to keep the certificate active as the CAPEXIL RCMC runs on financial years (1 April to 31 March).
• Keep IEC, PAN, and GST Details Updated: Any change in IEC, PAN & GST details must be updated on the DGFT e-RCMC platform.
• Renewal Before Expiry: Renewal application must be filed on CAPEXIL membership portal before the certificate lapses. Delay in renewal can lead to suspension of export benefits.
• Annual export turnover submission: FOB export turnover supported by a Chartered Accountant must be submitted to CAPEXIL. Annual export turnover submission is also required at the time of renewal.
• Amendment in product panels and HS codes when the export line changes: If new chemical or allied products are added, the relevant product panel and ITC (HS) codes must be amended on the e-RCMC platform.
