Note: The above-mentioned Normal and Combined mode fees are applicable for 9 months validity for Non-ISO 9001:2015 applicants and 18 months validity for ISO 9001:2015 certified applicants.

Note: The above fee structure represents the Normal Mode, Combined Mode, and Tatkal Mode charges for testing and certification of packaging materials for UN Certificates. If you obtain Combined Tatkal Mode Certification, the Government fee will be 1.5x the Normal Mode charges.

Note: Professional Fee for IIP UN Mark certification Registration Normal mode starts from ₹24,999 whereas the Combine mode (Air & Sea) Fee is ₹37,499.

• Division 1.3: Fire hazard + minor blast/projection: Rocket propellants, signal flares
• Division 1.4: Minor hazard: Packaged consumer articles (e.g. consumer fireworks, airbag inflators)
• Division 1.5: Very insensitive: Blasting agents, Prilled ammonium nitrate mixed with fuel oil (ANFO)
• Division 1.6: Extremely insensitive: No mass explosion hazard (e.g. specialized military items)

Note: Packaging must be labelled with both the Division and Compatibility Group.

Explosives Compatibility Groups

Class 1 substances are assigned a Compatibility Group (A–S) in addition to their division. Compatibility groups determine which types can be transported together .

• Group A: Primary explosive substances (e.g. lead azide)
• Group B: Detonators/electric squibs
• Group C: Propellant charges
• Group D: TNT/dynamite/ANFO
• Group E: Ammunition with bursting charge
• Group F: Ammunition with no bursting charge
• Group G: Pyrotechnic substances/fireworks
• Group H : Articles containing white phosphorus
• Group S: Consumer fireworks/safety matches

Class 1 explosives in dangerous goods are highly reactive substances that can explode due to chemical reactions. To ensure transportation safety by air or sea, they require UN certification as proof of compliance with international safety regulations. Here is the list of Class 1 explosives:

• Fireworks and Pyrotechnics: Fireworks, Pyrotechnic Devices, Signal Cartridges, Flare
• Military and Law Enforcement Explosives: Ammunition, Artillery Shells, Bombs, Hand Grenades, Mines (Landmines & Naval Mines)
• Industrial and Commercial Explosives: Dynamite, ANFO (Ammonium Nitrate-Fuel Oil), Blasting Caps, Safety Fuses, Explosive Charges, Detonating Cord
• High-Energy Explosives: TNT (Trinitrotoluene), RDX (Cyclotrimethylenetrinitramine), C-4 (Plastic Explosive), Rocket Propellants
• Specialized Explosives and Devices: Detonators, Fuses, Primers, Igniters, Airbag Inflators (Explosive Type)

UN numbers are 4-digit identification codes used to classify explosive materials and articles for transport and handling. UN numbers for Class 1 explosives range from UN0001 to UN0512. Some common Class 1 explosives UN numbers are:

• UN0004 (ammonium picrate)
• UN0072 (RDX/cyclonite)
• UN0333 (fireworks)
• UN0370 (airbag inflators 1.4G)
• UN0482 (explosives very insensitive, 1.5D)
• UN0029 (detonators, electric)
• UN0065 (safety fuse)

In India, the Petroleum and Explosives Safety Organisation (PESO) under the Ministry of Commerce & Industry regulates manufacture, storage, use, and transport of explosives under the Explosives Act 1908 and Explosives Rules 2008. IIP packaging certification and PESO licensing are both required for legal explosives handling. While, PESO License authorizes companies to manufacture, store, or transport explosives; IIP UN Mark certifies that the packaging used meets UN performance standards for safety during transport.

The IIP Certificate for explosives, issued by the Indian Institute of Packaging (IIP), is a recognized certification that confirms packaging for dangerous goods including explosives meet prescribed safety, quality, and performance standards for storage and transportation. The validity of the IIP Certificate depends on the ISO certification status of the manufacturer and compliance with applicable packaging standards.

• ISO 9000 Certified Manufacturers: Valid for 18 months
• General Category (Non-ISO) Manufacturers: Valid for 9 months

Note: Extension beyond 18 or 9 months is strictly non-extendable. Upon expiration of the certificate, manufacturers must submit new samples and repeat testing process to obtain a fresh IIP certificate for explosives.
