Note: All photocopies included in the physical submission to the WWEPC office must be self-attested by the authorised signatory of the business. The online e-RCMC application is signed digitally using the DSC or Aadhaar e-Sign, while the printed set carries the physical signatures and attestations.

Wool and Woollens Export Promotion Council (WWEPC) new membership fees range from ₹590 to ₹7,670 (inclusive of 18% GST), with a concessional rate Professional Utilities for hill-region applicants. charges ₹7,499 + 18% GST for WWEPC registration assistance, subject to eligibility and applicable category.

WWEPC was established on 6 October 1964 by the Central Government under the Society Registration Act, 1860. WWEPC functions as a non-profit body governed by a Committee of Administration comprising elected industry representatives, ex-officio members and government nominees. It operates under the administrative jurisdiction of the Ministry of Textiles, Government of India, with its central office at New Delhi and regional offices in Ludhiana and Mumbai. India is the 7th largest wool producer globally. With Rajasthan accounting for over 30% of India's annual wool production and Punjab (led by Ludhiana and Amritsar) contributes approximately 35% of total wool and wool-blended product exports from India, making it the largest exporting state for WWEPC-registered products. India's woollen sector is export-oriented and globally integrated. Ready-made woollen garment exports were valued at over $174 million in FY2025, with the USA, the European Union (Germany, UK, France and Italy), the UAE and the Commonwealth of Independent States (CIS) as the primary destinations.

Wool and woollen products exported under WWEPC registration primarily fall under Chapter 51 (Wool and fine or coarse animal hair) and Chapter 61/62 (Knitted or woven garments and clothing accessories) of the ITC HS Schedule. Exporters dealing in these products must register with WWEPC to take advantage of several benefits such as export incentives, government schemes, and access to international trade fairs and buyer-seller meets. Registration is especially useful for those intending to expand their export business and connect with global buyers through council-supported platforms.

WWEPC covers a range of wool and woollen products, including raw wool, yarn, fabrics, and other textile articles, classified under the relevant HS codes listed below.

Shahtoosh (prohibited): The fine underfur of the Tibetan antelope (chiru) is banned for trade and export under CITES Appendix I and Schedule I of the Wildlife Protection Act, 1972. Commercial permits are not issued, and WWEPC does not certify Shahtoosh for export.

Note: WWEPC also covers acrylic knitwear products, which are not limited to wool-blended knitwear.

Note: A valid IEC is mandatory for every category. The applicable category is selected while filling the e-RCMC application on the DGFT portal.

Common reasons for rejection of RCMC through the Wool & Woollen Export Promotion Council (WWEPC) include:

• HS Code Inconsistency: ITC (HS) codes selected in the DGFT profile not aligning with the product categories permitted under WWEPC registration, including raw wool, woollen yarn, blankets, shawls, and acrylic knitwear.
• Wrong Council Selection: Registration with WWEPC even when primary export product belongs to different councils may lead to rejection of application.
• Outdated DGFT Profile: Outdated or inaccurate company details in the DGFT profile, such as the list of directors or partners, may also lead to queries during WWEPC RCMC registration.
• Incorrect Exporter Classification: Incorrect classification of entity category such as registration as Manufacturing Exporter without providing a valid factory license, SSI, or MSME registration, rather than registering as Merchant Exporter.
