How to Apply for RCMC Registration with CHEMEXCIL
The CHEMEXCIL application can be filed only when three conditions are met: an active IEC, an updated IEC profile on the DGFT portal, and a valid DSC or Aadhaar e-Sign linked to the DGFT account. The system runs a check on each before letting the application progress.
- Open the e-RCMC Section on the DGFT Platform: The application is filed online through the DGFT portal at dgft.gov.in. After login, the applicant opens the e-RCMC service and starts a fresh application.
- Verify the Auto-Fetched Business Details: The first section of the form auto-fetches firm data from the IEC profile. This covers the IEC, PAN, firm name, registered address, bank details, director information, and branch records. Each entry needs a careful review, since the RCMC form locks these fields once the next section opens. Any mistakes must be corrected on the IEC profile first.
- Fill the CHEMEXCIL Details Section with Product Information: In the RCMC Details section, the applicant chooses CHEMEXCIL as the registering authority, then sets the office for filing, the branch GSTIN, the membership tenure (1 to 5 years), the financial year, the MSME status, the exporter category (Manufacturer Exporter or Merchant Exporter), the zone (EOU or SEZ where applicable), and the relevant fee slab. Chemical and allied export products are filled in with their ITC (HS) codes, covering specialty chemicals, dyes and dye intermediates, cosmetics, essential oils, agrochemicals, pigments, etc., along with the destination countries. The annual turnover, previous-year export performance, production capacity in metric tons (for manufacturer exporters), firm profile, and contact details of authorized representatives are also filled in here.
- Upload Attachments, Make the required payment and e-sign the application: Applicants shall first enter TDS data if applicable. The supporting documents are uploaded as PDFs, and the membership fee is paid through the DGFT payment gateway. Refer to the Documents Required section below before uploading. The applicant then accepts the Declaration, goes through the Application Summary, and signs off the form using a DSC or Aadhaar e-sign before final submission.
- CHEMEXCIL Review and Issuance of the Digital RCMC on the Dashboard: CHEMEXCIL verifies the submitted application. The Council checks the business credentials, IEC and GST records, chemical and allied product list with ITC (HS) Codes, three-year CA-Certified Export Turnover, production capacity in metric tonnes, supporting documents, and fee payment. Where clarification is needed, CHEMEXCIL posts a query through the portal, which the applicant resolves before resubmission. Once approved, the RCMC certificate shows up on the DGFT dashboard within roughly 7 to 10 working days from submission. The certificate is valid for a period of 1 to 5 financial years, starting from 1 April of the issuance year up to 31 March of the fifth year, regardless of the actual month of issue.
