FMCS is a scheme under BIS used to provide licenses to Foreign Manufacturers for selling their products within India. FMCS is a Foreign Manufacturers Certification Scheme. Preparation: First and foremost, the manufacturers have to agree to all the terms and conditions of BIS as well as collect all the required documents such as the manufacturing process, list of equipment, business license, laboratory reports, and many other documents.
Registration Form: The manufacturer must register themselves and pay the registration cost to receive an FMCS license after gathering all necessary documentation. The manufacturer can apply offline at the FMCD department in Delhi by submitting all the required documentation, as well as online at the BIS site. He or she must fill out the application form with accurate and comprehensive information.

Nomination of AIR: AIR stands for Authorized Indian Representative. The organization selects an AIR so that they may handle affairs on behalf of the organization to the BIS authorities. An AIR must be an Indian resident and have sufficient knowledge of the BIS FMCS, government policies, and organizations.
Factory Audit: An inspection fee must be paid by the manufacturer. BIS authorities visit the production unit to assess various factors such as location, the effectiveness of the machinery used, the quality control standards, the manufacturing process, etc.
Product Sample: BIS authorities collect the sample of Electrical Motors to assess their quality, efficiency, reliability, and safety standards. The sample is assessed at the In-house laboratory as well as at the BIS-approved laboratory for a better understanding of the compliance.
Laboratory Results: The procedure of issuing a license is ended if the laboratory results are unfavorable, indicating that Electrical Motors does not meet BIS criteria. However, if the laboratory findings are satisfactory, indicating that Electrical Motors complies with BIS criteria, the procedure of issuing an FMCS license proceeds.
Issuance of Certification: The manufacturer must also pay the advance minimum marking fee and FMCS license fee. The organization is given an FMCS license if the fees and the above-mentioned procedures have been completed.
Indemnity Bond and PBG: The manufacturer has to sign an indemnity bond with the BIS authorities. Along with that, the manufacturer has to pay USD 10,000 as Performance Bank Guarantee.
To avoid any mishaps like fires or explosions, electrical motors are meticulously tested. As a result of positive test reports, an FMCS license is granted. Initial certification of the FMCS license is valid for two years. A renewal fee is then required from the manufacturer to renew their FMCS license. After a successful license renewal payment, a renewed certificate is issued. A renewed certificate is valid for a minimum of one year and a maximum of five years. If the certification is extended past the original certification's expiration date, the producer will be charged a late fee of Rs 5,000 by the BIS authorities.
