Preparation: Manufacturers must agree to all of the BIS FMCS's terms and conditions to conduct business in India. The manufacturer must also gather all required documentation, such as records of the manufacturing process, a list of the equipment used, a business license, lab results, a list of the raw ingredients, etc.
Registration Form: Once the necessary paperwork has been gathered, the manufacturer must register themselves and pay the registration fee to receive an FMCS license. The company can submit the required documents in person at the FMCD department in Delhi or can apply online at the BIS website. He or she is required to provide accurate and truthful information on the application form.
Issue Raised (if any): Authorities only consider applications that are accurate, full, and error-free. The organization receives an email from the authorities if they discover any flaws with the application form.
Nomination of AIR: "AIR" denotes the authorized Indian Representative. The company selects an AIR to represent it before BIS officials. An AIR must reside in India, and be familiar with FMCS, chemicals, fertilizers, textiles, and polymers, as well as government norms and regulations.
Factory Audit: The manufacturer must pay for the audit's expenses. BIS representatives visit the manufacturing facility to evaluate the whole production process. It includes factors like how well its machinery works, how carefully quality control standards are followed, the production process, the list of raw materials used, etc.
Product Sample: Representatives of BIS gather a sample of the product to evaluate the effectiveness, reliability, quality, and safety requirements of Chemicals, Fertilizers, Textiles, and Polymers. For a better understanding of compliance, the sample is evaluated at both the internal and BIS-approved laboratories.
Laboratory Results: If the laboratory results are unfavorable and show that the Chemicals, Fertilizers, Textiles, and Polymers do not meet BIS requirements, the license-issuing procedure is halted. However, if the test is successful and shows that the Chemicals, Fertilizers, Textiles, and Polymers fulfill BIS regulations, the process for granting an FMCS license continues.
Issuance of Certification: The manufacturer is required to pay both the FMCS license fee and the advance minimum marking cost. The company will receive an FMCS license if the fees are paid and the prerequisite requirements are met.
Indemnity Bond and PBG: The manufacturer has to sign an indemnity bond with the BIS authorities. Along with that, the manufacturer has to pay USD 10,000 as Performance Bank Guarantee.
Chemicals, fertilizers, textiles, and polymers are thoroughly examined to prevent accidents like fires and explosions. The FMCS license's first certification is valid for two years. After that, a renewal fee must be paid to maintain the manufacturer's FMCS license. A renewed certificate is issued upon the successful payment of the license renewal fee. The validity period of a renewed certificate might be anything between one and five years. The BIS agents will charge the company a late fee of Rs 5,000 if the certification is active after the first certification has expired.
