How to Apply for RCMC Registration with CEPC
Three mandatory requirements are there to be followed before filing the CEPC application: an active IEC, an updated IEC profile on the DGFT portal, and a valid DSC or Aadhaar e-Sign linked to the DGFT account. Without all of these, the application will not move forward.
- Get Started on the DGFT e-RCMC Module: The application is filed online through the DGFT portal at dgft.gov.in. After login, the applicant opens the e-RCMC service to start a fresh application.
- Verify the Auto-Fetched Business data: The form auto-fetches the first section using IEC profile data. This includes the IEC, PAN, firm name, registered address, bank details, director information, and branch records. Each entry needs a careful check, since the RCMC form locks these fields once the next section opens. Any issues must be cleared on the IEC profile before this section is closed.
- Add CEPC Membership and Carpet Export Particulars: In the RCMC Details section, the applicant picks CEPC as the registering authority, then adds the office for filing, the branch GSTIN, the membership tenure (1 to 5 years), the financial year, the MSME status, the exporter category (Manufacturer, Merchant, or Merchant-cum-Manufacturer), the zone (EOU or SEZ where applicable), and the relevant fee slab. Carpet export products are added with their ITC (HS) codes, covering hand-knotted carpets, hand-tufted carpets, dhurries, kilims, woollen and silk carpets, mats, runners, and other handmade floor coverings, along with the destination countries. The annual turnover, previous-year export performance, firm profile, and contact details of authorized representatives are also added in this section.
- Upload Documents, Make Payment, and e-sign the Application: The applicant shall first enter TDS data, if applicable. The supporting documents are uploaded as PDFs, the membership fee is paid through the DGFT payment gateway, and the applicant completes the filing with a DSC or Aadhaar e-Sign. Applicants should match their uploads against the checklist in the Documents Required section below. Once the e-sign is completed, the declaration is accepted, and the application summary is reviewed before final submission.
- CEPC Approval and Issuance of the Digital RCMC: CEPC reviews the submission, checking the business credentials, IEC and GST records, carpet product list with ITC (HS) codes, UDYAM certificate with NIC code 1393 (for manufacturers), notarized affidavit on child labor non-usage, supporting documents, and fee payment. Where clarification is needed, CEPC posts a query through the portal, which the applicant resolves before resubmission. Once approved, the digital RCMC is issued and appears on the DGFT dashboard within a 7 to 10 working day window. Applicants must then submit all self-attested original documents to CEPC within 15 days of issuance, failing which the RCMC may be suspended. RCMC validity spans 1 to 5 financial years, counted from 1 April of the issuance year up to 31 March of the fifth year, regardless of the actual month of issue.
Documents Required for CEPC RCMC Registration
The CEPC RCMC application is split into two clear sets: common documents that every exporter submits via the DGFT portal and CEPC-specific documents based on the council's official requirements.
1. Common Documents
These are the standard documents required for any RCMC application on the DGFT portal:
- Import Export Code (IEC) issued by DGFT
- Permanent Account Number (PAN) of the firm
- GST Registration Certificate of the registered office and branches
- Certificate of Incorporation, Partnership Deed, or LLP Agreement depending on entity type
- Memorandum and Articles of Association (MoA and AoA) for companies
- Board Resolution or Authorisation Letter for the authorised signatory
- Aadhaar of the authorised signatory
- Cancelled cheque or Bank Performance Letter for bank verification
- Self-Declaration / Undertaking in the prescribed format
- Last RCMC Certificate (only for renewal applications)

2. CEPC-Specific Documents
These are the documents specifically required by CEPC,
- UDYAM Certificate with NIC Code 1393—mandatory for manufacturer or merchant-cum-manufacturer exporters. For non-MSME units, the manufacturing activity must be clearly reflected in the GST Registration Certificate. Merchant exporters do not need to upload an additional document for this.
- MSME Status Certificate (UDYAM) of your selected MSME category, where applicable
- Star Export House Certificate issued by DGFT, if you are claiming Star Export House status
- CA-Certified Export Performance Certificate for the last 3 financial years (mandatory for renewal applications, listing FOB value of handmade carpets and floor coverings)
- Notarised Affidavit on non-judicial stamp paper (INR 10) certifying that the firm will abide by CEPC's code of conduct, especially regarding non-usage of child labour in carpet manufacturing
- List of products with HS Codes covering hand-knotted carpets, hand-tufted carpets, dhurries, kilims, wool and silk carpets, mats, runners, and other handmade floor coverings
Note: All documents must be uploaded in PDF format during the Attachments stage of the application on the DGFT portal.
Fee for CEPC Membership Registration
The entrance fee for new members of the carpet export promotion council is ₹2,360 and the membership cost for CEPC is ₹2,360. The total fee would be ₹4,720 including GST.
