Indian railway is a central autonomous, nearly 22 million people commute by Indian railways daily and not everyone carries food with them thus they depend upon railway facilities. This makes the food business in its premise one of the most profitable businesses for railways and a way to generate revenue. Therefore IRCTC has made it mandatory for FBOs on its premises to have an FSSAI central license to get further contracts from IRCTC authorities to commence their food businesses on it’s premises.

To curb this problem Indian government introduced the food safety act in 2006 which now compels every FBO who works with IRCTC to have an FSSAI food license for Indian railways to get further contracts from the authorities.

What is FSSAI for Indian railways?

The FSSAI is a government body established in 2006 to lay down science-based standards for food articles and regulate their manufacture, storage, distribution, sale, and import to ensure the availability of safe and wholesome food for all their commuters and employees of railways.

FSSAI registration is a 14 digit registration number given to FBOs after the registration. It is now mandatory for all catering services, hawkers, hotel businesses, and food vending machine operators operating on railway premises.

FSSAI license is categorized into three categories

BASIC FSSAI registration:

This form of Basic registration is for petty FBOs whose turnover is less than 12 lakh rupees per annum.
Such as;
Hawkers, individual home bakeries, and small shop owners.

FSSAI State license:

State Fssai licensing is required for FBOs whose annual turnover falls within the limit of 12 LPA to 20 crore rupees per annum (LPA).
Such as;
Food manufacturers, oil processing, local food chain owners, 3 stars 5 star hotels, and mid-day meal catering services.

FSSAI central license:

FSSAI Central license is required in case of FBOs whose turnover exceeds 20 crore rupees per annum or have multiple manufacturing/processing units in different states or the FBOs who operate on-premises such as railways, airports and seaports.
Such as;
Food manufacturers, oil processing, local food chain owners, 3 stars 5 star hotels, and mid-day meal catering services.

Note: FBOs wanting to work with IRCTC need to have only a central FSSAI license.

Criteria for FSSAI food license for Indian railways

  • All catering services, hotels, and restaurants can carry their businesses on the premise of stations.
  • Petty hawkers, temporary food stalls, tea stalls, and other such individuals are also eligible to run their businesses on railway premises.
  • Banquet halls, home-based canteens, and mobile food vending machine operators can also apply with IRCTC
  • All the FBOs with turnover less than 12 LPA are also eligible to get an FSSAI license for railways.

Process for FSSAI FOOD license for Railways

FBOs can apply for FSSAI license on the FOsCos web portal in a few easy steps.

Step-1: online application

  1. Visit the FosCos website and go to the tab to apply for new registration.
  2. Next window will pop up and then press the green tab to apply for a license and registration for railways.
  3. A new window will open with all railway zones and divisions, from there you can select your division and station of your choice.
  4. Fill out all the mandatory forms.
  5. Upload all the necessary documents on the portal
  6. Submit the fee for the FSSAI license.
  7. An application reference number will be generated and provided which can be used to track the application, you can use our application status checker tool to get all necessary information.

Step-2: Inspection by FSSAI authorities

After submitting the form, FSSAI will proceed within 7 days if authorities accept the application, and then approval for the license is given. If it’s rejected, FSSAI will hold an inspection on the premises.

Once the thorough inspection is done by the food safety officer, approval for a license will be issued by the authorities, and the license will be issued within 30 days.

Documents Required for FSSAI FOOD license for Indian railways

Following documents needed to be submitted for a new application for a permit to Indian Railway Licensing Authority:

  1. Authorized identity card issued by government body
  2. Details of directors, partners, proprietors
  3. Name and list of equipment with and machinery
  4. List of food categorized
  5. Partnership deed or memorandum or article of association
  6. Form-B duly is completed
  7. Declaration in the case of registration in Delhi and Himachal Pradesh
  8. Form -IX
  9. Coop act-1861/multistate Coop Act-2002 certification if required
  10. Certification provided by the ministry of tourism in the case of hotels
  11. Source of material must be provided
  12. Recall plan if applicable
  13. Layout design in case of manufacturer
  14. Authorised address proof and ownership proof of the premises or Noc from the owner if rented (in case of manufacturers/processing units
  15. Analysis report of water in case of water being used as an ingredient
  16. IE code issued by DGFT

Note: The aforementioned Fees is exclusive of GST.

Note : As per the new norm of FSSAI. The applicants are required to pay only Initial fee of ₹1000 + 18% GST on it for their FSSAI licenses. However once the application is processed and passed by the licensing authorities then the rest of the differential amount i,e respective license fee along with differential GST has to be paid by the applicant within 30 working days. If the applicant failed to pay the amount then approval will be auto rejected.

FSSAI license validity and renewal
  1. The maximum validity of an FSSAI license for Indian railways is up to 5 years, the license can be renewed before its expiry date.
  2. If renewal is not filed 30 days prior to the due date, then late fees of 100 rs per day shall be charged as per guidelines.
  3. FBOs can file for FSSAI renewal 180 days before the due date.
  4. In the case of FBOs filling for FSSAI renewal from the 1st-90th-day after the day of expiry, then they shall be charged 3 times the standard annual fee and 5 times if they appear after the 90th day from the day of expiry.

Non-compliance of FBOs operating in railway premises

  1. Non-registered FBOs will be penalized and are illegal to run on Indian railways.
  2. Any FBO found indulging in any kind of malpractice will be penalized as per the FSS regulation 2011.
  3. Adulteration of food products can lead to 10 lakh rupees penalties or even jail in some cases.
  4. License of Repeated offenders can be suspended for non-compliance with FSSAI Act and food standard regulations 2011.
