How to Apply for RCMC Registration with FIEO
The FIEO application requires the applicant to fulfill three requirements before the form moves forward: an active IEC, an updated IEC profile on the DGFT portal, and a valid DSC or Aadhaar e-Sign linked to the DGFT account. - Upload Documents, Make Payment, and Final Sign-Off: If TDS applies, the applicant fills in the Tax Deducted at Source details first. The membership fee is then paid online through the DGFT payment gateway. Once cleared, the Declaration is accepted, the Application Summary is reviewed, and the applicant signs the application with a DSC or Aadhaar e-sign before final submission.
- FIEO Verification and Issuance of the Digital RCMC: FIEO takes up the application for review. The council checks the business credentials, IEC and GST records, multi-product list with ITC (HS) codes, status holder category if claimed, supporting documents, and fee payment. Where clarification is needed, FIEO posts a query through the portal, which the applicant resolves before resubmission. Once approved, the digital RCMC is reflected on the DGFT dashboard, generally within 7 to 10 working days. RCMC validity follows a 1 to 5 financial year cycle, starting from 1 April of the issuance year up to 31 March of the fifth year, regardless of the actual month of issue.

2. FIEO-Specific Documents

- Factory license or MSME (UDYAM) certificate, mandatory for manufacturer exporters as per the FIEO Official FAQ Q24. Merchant exporters do not need this.
- Self-Declaration on Main Line of Business, since FIEO covers multi-product exporters and applicants whose main line of business is yet to be settled (under Para 2.94(b))
