How to Apply for RCMC Registration with ESC
Three requirements must be fulfilled before the ESC application is filed: an active IEC, an updated IEC profile on the DGFT portal, and a valid DSC or Aadhaar e-Sign linked to the DGFT account. The system runs a check on each before letting the application progress.
- Sign Into the DGFT Portal and Access the e-RCMC Application: The application is filed online through the DGFT portal at dgft.gov.in. After login, the applicant reaches the e-RCMC service to begin a fresh application.
- Cross-check the pre-filled business records: The first section of the form auto-fetches firm data from the IEC profile. This covers the IEC, PAN, firm name, registered address, bank details, director information, and branch records. Each entry needs careful scanning, since the form locks these fields once the next section opens. Errors must be corrected on the IEC profile before continuing.
- Select ESC and Add Electronics and Software Export Details: In the RCMC Details section, the applicant picks the Electronics and Computer Software Export Promotion Council (ESC) as the registering authority, then enters the office for filing, the branch GSTIN, the membership tenure (1 to 5 years), the financial year, the MSME status, the membership category (Ordinary Membership for direct exporters of electronics or software, or Associate Membership for service providers and consultants), the exporter category (Manufacturer Exporter, Merchant Exporter, or Service Provider), the zone (EOU or SEZ where applicable), and the relevant fee slab. Electronics and software export products are added with their ITC (HS) codes, covering consumer electronics, electronic components and sub-components, medical electronics, office equipment, telecom equipment, computer hardware and peripherals, custom software, etc., along with the destination countries. The annual turnover, previous-year export performance, firm profile, and website authorized representative details are also added in this section.
- Upload Documents, Pay the required Fees, and e-Sign the application: If TDS applies, the applicant fills in the Tax Deducted at Source details first. Supporting documents are then uploaded as PDFs in the Attachments section. The complete document checklist is available in the Documents Required section below. The membership fee is paid online through the DGFT payment gateway. Once the fee is cleared, the declaration is accepted, the application summary is reviewed, and the applicant signs the application with a DSC or Aadhaar e-Sign before final submission.
- ESC Verification and Issuance of the Digital RCMC: ESC takes up the application for review. The Council checks the business credentials, IEC and GST records, electronics and software product list with ITC (HS) Codes, supporting documents, and fee payment. Where clarification is needed, ESC posts a query through the portal, which the applicant resolves before resubmission. Once approved, the digital RCMC is granted on the DGFT dashboard, in a window of 7 to 10 working days. RCMC validity holds for 1 to 5 financial years, counted from 1 April of the issuance year up to 31 March of the fifth year, regardless of the actual month of issue.
Documents Required for ESC RCMC Registration
The ESC RCMC application needs two sets of paperwork: a common DGFT set required across all e-RCMC filings and an ESC-specific set tied to the Council's mandate over electronics, telecom, computer software, and IT/ITeS exports. Below is a clean breakdown of each.
1. Common Documents
These are the standard documents required for any RCMC application on the DGFT portal:
- Import Export Code (IEC) issued by DGFT
- Permanent Account Number (PAN) of the firm
- GST Registration Certificate of the registered office and branches
- Certificate of Incorporation, Partnership Deed, or LLP Agreement depending on entity type
- Memorandum and Articles of Association (MoA and AoA) for companies
- List of Directors, Partners, or Proprietors with their PAN and DIN, where applicable
- Board Resolution or Authorisation Letter for the authorised signatory
- Aadhaar of the authorised signatory
- Cancelled cheque or Bank Performance Letter for bank verification
- Proof of office address, such as a recent electricity bill or rental agreement
- Self-Declaration or Undertaking in the prescribed format
- Last RCMC Certificate (only for renewal applications)
- Digital Signature Certificate (DSC) or Aadhaar e-Sign linked to the DGFT account for final submission
2. ESC-Specific Documents
In addition to the common set, ESC requires the following documents:
- Form ANF-2C — the official application form for RCMC, duly filled and signed
- Membership Category Selection—Ordinary Membership (for direct exporters of electronics, telecom, computer software, IT/ITeS, and AVGC products) or Associate Membership (for service providers, consultants, and other industry stakeholders)
- Annual Subscription Fee Proof — payable through online transfer or Demand Draft / Cheque payable at par drawn in favour of "Electronics and Computer Software Export Promotion Council," payable at New Delhi (subscription is based on export turnover of electronics or software / ITeS made in the year prior to the immediate preceding year)
- Export Turnover Statement for the previous financial years, used by ESC to determine the annual subscription slab
- List of Electronics and Software Export Products with HS Codes
- Undertaking to Submit Quarterly Export Turnover Reports to ESC in the prescribed format (post-issuance compliance requirement under Foreign Trade Policy)
- Star Export House Certificate issued by DGFT, where applicable

Fee for electronics & computer software export promotion council
The membership fee for the Electronics and Computer Software Export Promotion Council (ECS EPC) depends on the export turnover of the applicant.
