How to Apply for RCMC Registration with SHEFEXIL
Before filing the SHEFEXIL application, applicants shall fulfill three core requirements: an active IEC, an updated IEC profile on the DGFT portal, and a valid DSC or Aadhaar e-Sign linked to the DGFT account. The system runs a check on each before letting the application progress.
- Sign into the DGFT Portal and access the e-RCMC service: The application is filed online through the DGFT portal at dgft.gov.in. After login, the applicant launches the e-RCMC service to begin a fresh application.
- Review the auto-fetched business records: The first section will autofill information from the IEC profile. This includes the IEC, PAN, firm name, registered address, bank details, director information, and branch records. Each entry needs careful validation, since the RCMC form locks these fields once the next section opens. Errors must be corrected on the IEC profile beforehand.
- Set Up the SHEFEXIL Membership and Add Export Products: In the RCMC Details section, the applicant sets SHEFEXIL as the registering authority, then enters the office for filing, the branch GSTIN, the membership tenure (1 to 5 years), the financial year, the MSME status, the exporter category (Manufacturer Exporter or Merchant Exporter), the zone (EOU or SEZ where applicable), and the relevant fee slab. Forest and shellac export products are added with their ITC (HS) codes, covering shellac, lac products, gums, resins, sandalwood, agarwood, essential oils, medicinal plants, herbs, and other forest-based goods, along with the destination countries. The annual turnover, previous-year export performance, firm profile, and contact details of authorized representatives are also added in this section.
- Upload Documents, Make Payment, and E-Sign the application: The applicant fills in TDS details if applicable, uploads supporting documents as PDFs, and pays the membership fee through the DGFT payment gateway. The detailed document list is available in the Documents Required section below. Once the fee is cleared, the declaration shall be accepted by the applicant, the application summary shall be reviewed, and the applicant confirms the submission using a DSC or Aadhaar e-Sign.
- SHEFEXIL Review, Query Resolution, and RCMC Issuance: SHEFEXIL takes up the application for review. The Council verifies the business credentials, IEC and GST records, forest product list with ITC (HS) codes, Forest Department clearance where applicable, organic or sustainability certifications, supporting documents, and fee payment. Where clarification is needed, SHEFEXIL posts a query through the portal, which the applicant resolves before resubmission. Once approved, the digital RCMC certificate appears directly on the DGFT dashboard, ordinarily within 7 to 10 working days. RCMC term ranges from 1 to 5 financial years, counted from 1 April of the issuance year up to 31 March of the fifth year, regardless of the actual month of issue.
Documents Required for SHEFEXIL RCMC Registration
The document checklist for the SHEFEXIL RCMC is divided into two groups: a common setrequired by every applicant on the DGFT portal and a SHEFEXIL-specific set tied to the export category.
1. Common Documents
These are the standard documents required for any RCMC application on the DGFT portal:
- Import Export Code (IEC) issued by DGFT
- Permanent Account Number (PAN) of the firm
- GST Registration Certificate of the registered office and branches
- Certificate of Incorporation, Partnership Deed, or LLP Agreement depending on entity type
- Memorandum and Articles of Association (MoA and AoA) for companies
- Board Resolution or Authorisation Letter for the authorised signatory
- Aadhaar of the authorised signatory
- Cancelled cheque or Bank Performance Letter for bank verification
- Proof of office address, such as a recent electricity bill or rental agreement
- Self-Declaration / Undertaking in the prescribed format
- Last RCMC Certificate (only for renewal applications)
- Digital Signature Certificate (DSC) or Aadhaar e-Sign linked to your DGFT account for final submission
2. SHEFEXIL-Specific Documents
In addition to the common set, SHEFEXIL requires a few documents tied to your forest product, shellac, or Northeastern Region exports, since SHEFEXIL is the authorised registering body for these categories under Para 2.94(c) of the Foreign Trade Policy, 2023.
- List of products being exported with their ITC (HS) Codes, covering items such as shellac, lac products, gums, resins, sandalwood, essential oils, medicinal plants, and other forest-based goods
- Manufacturing license or proof of dealing in forest products and derivatives, where applicable for manufacturer exporters
- Forest Department Clearance or NOC, where the export product requires a permit under the Indian Forest Act, 1927, or related state-level forest rules
- Organic / Sustainability Certifications, where applicable, especially for buyers in EU and US markets that require chain-of-custody verification
- Past Export Performance Statement for the previous financial year, used by SHEFEXIL to determine the membership fee slab based on annual turnover
- Self-Declaration of Multi-Product Status for Northeastern Region exporters claiming registration under Para 2.94(c) of FTP 2023
Note: All documents must be uploaded in PDF format during the Attachments stage of the application. Each document should be clear, legible, and self-attested. The final submission requires authentication using your DSC or Aadhaar e-Sign.
SHEFEXIL Membership Fee
Shellac and Forest Products Export Promotion Council (SHEFEXIL) membership is based on export turnover and product category of merchant exporter, ranging from ₹1,180 to ₹35,400. For SHEFEXIL membership, Professional Utilities charges a professional fee of ₹7,499 across all membership categories, including those based on gross export turnover, product-specific memberships (Shellac & Lac Based Products), and Northeast member registrations.
