FMCS stands for Foreign Manufacturers Certification Scheme. The Bureau of Indian Standards (BIS) runs a program called the Foreign Manufacturers Certification Scheme (FMCS) that enables international manufacturers to sell their goods in India without establishing a manufacturing unit in India.
FMCS for Domestic Water Heaters for use with LPG is essential for the manufacturers. It ensures the safety, quality, reliability, and performance standards of the water heaters.
IS 15558:2005 specifies instantaneous domestic water heaters for use with LPG. The standard describes the relevant test techniques for determining the major constructional and performance parameters of an instantaneous household water heater.

Preparation: All of the BIS FMCS's terms and conditions must be accepted by manufacturers as a condition of doing business within India. Along with this, the manufacturer must collect all necessary paperwork, including records of the production process, a list of the machinery used, a business license, laboratory results, a list of the raw materials, etc.
Registration Form: The manufacturer must register themselves and pay the registration cost to receive an FMCS license after gathering the necessary documentation. The firm can apply offline at the FMCD department in Delhi and online at the BIS website by submitting the necessary documentation. He or she must fill out the application form with truthful and precise information.
Issue Raised (if any): Authorities only evaluate applications that are complete, correct, and devoid of mistakes. If the authorities find any issues, they send the organization an email informing them of the problems with the application form.
Nomination of AIR: The term "AIR" refers to the authorized Indian Representative. An AIR is chosen by the organization to represent itself to the BIS authorities. An AIR is required to be a resident of India and knowledgeable about government rules and regulations, FMCS, and water heaters.
Factory Audit: The cost of the audit must be covered by the manufacturer. To assess the complete production process, BIS representatives visit the production plant. It involves the effectiveness of its machinery, how strictly quality control standards are followed, the manufacturing process, the raw materials employed, etc.
Product Sample: BIS representatives collect a sample of the devices to assess the heaters' performance, dependability, quality, and safety standards. The sample is assessed at both the internal and BIS-approved laboratories to gain a better understanding of compliance.
Laboratory Results: The license-issuing process is stopped if the laboratory results are unfavorable and reveal that the heaters do not adhere to BIS criteria. The procedure for issuing an FMCS license, however, proceeds if the test is successful and demonstrates that the heaters meet BIS requirements.
Issuance of Certification: Both the advance minimum marking cost and the FMCS license charge must be covered by the manufacturer. If the costs are paid and the previous instructions are fulfilled, the organization will be granted an FMCS license.
Indemnity Bond and PBG: The manufacturer has to sign an indemnity bond with the BIS authorities. Along with that, the manufacturer has to pay USD 10,000 as Performance Bank Guarantee.
To avoid mishaps like fires and explosions, water heaters are meticulously tested. Initial certification of the FMCS license is good for two years. After that, the manufacturer is required to pay a renewal fee to keep their FMCS license active. After the license renewal cost has been successfully paid, a renewed certificate is delivered. A renewed certificate's validity duration ranges from one year to five years. If the certification is maintained after the initial certification's expiration date, the BIS representatives will charge the manufacturer a late fee of Rs 5,000.
