FMCS means Foreign Manufacturers Certification Scheme. It is established to grant licenses to Foreign Manufacturers willing to trade in India while their factories are located outside the Indian border. It is applicable for various products including AC and its Related Parts, Hermetic Compressor, and Temperature Sensing Controls. No manufacturer can import these ACs and their Related Parts, Hermetic Compressors, and Temperature Sensing Controls without obtaining an FMCS license.

Preparation: As a prerequisite for conducting business in India, manufacturers must agree to all of the BIS FMCS's terms and conditions. Along with this, the manufacturer is required to compile all essential documentation, such as flow charts of the production process, a list of the equipment used, a business license, laboratory results, a list of the raw materials, etc.
Registration Form: After compiling the required documents, the manufacturer must register themselves and pay the registration fee to get an FMCS license. By submitting the required papers, the company can apply offline at the FMCD department in Delhi and online at the BIS website. He or she must provide accurate and genuine information on the application form.
Issue Raised (if any): Authorities only consider comprehensive, accurate, and error-free applications. If the authorities discover any flaws, they email the organization to let them know about the concerns with the application form.
Nomination of AIR: "AIR" stands for Authorized Indian Representative. To represent the organization before the BIS authorities, an AIR is appointed by the organization. An AIR must be an Indian citizen, and possess knowledge of FMCS, the AC and its related components, the hermetic compressor, and temperature sensing controls, in addition to being a resident of India.
Factory Audit: Manufacturers are required to pay for the audit's expenses. BIS personnel go to the manufacturing facility to evaluate the whole production process. It takes into account factors like the efficiency of its machinery, how strictly quality control requirements are followed, the production process, the raw materials used, etc.
Product Sample: The performance, dependability, quality, and safety standards of the AC and its related parts, Hermetic Compressor, and Temperature Sensing Controls are evaluated by BIS representatives using a sample of the devices. To further understand compliance, the sample is evaluated at both internal and BIS-approved laboratories.
Laboratory Results: If the laboratory findings are not favorable and show that the AC and its Related Parts, Hermetic Compressor, and Temperature Sensing Controls do not meet BIS standards, the license-issuing procedure is halted. But if the test is successful and shows that the AC and its related parts, hermetic compressor, and temperature sensing controls match BIS standards, the process for granting an FMCS license continues.
Issuance of Certification: Both the advance minimum marking cost and the FMCS license charge must be covered by the manufacturer. If the costs are paid and the previous instructions are fulfilled, the organization will be granted an FMCS license.
Indemnity Bond and PBG: The manufacturer has to sign an indemnity bond with the BIS authorities. Along with that, the manufacturer has to pay USD 10,000 as Performance Bank Guarantee.
Temperature Sensing Controls, Hermetic Compressor, and Related Parts of the AC are thoroughly tested to prevent accidents like fires and explosions. For the first two years after certification, an FMCS license is valid. To keep their FMCS license active after that, the producer must pay a renewal charge. Upon successful payment of the license renewal fee, a renewed certificate is sent. The validity period of a renewed certificate spans from one to five years. If the certification is valid after the original certification's expiration date, the BIS officials will charge the producer a late fee of Rs 5,000.
