FMCS means Foreign Manufacturer’s Certification Scheme. This scheme is established by the Bureau of Indian Standards. FMCS is mandatory for Foreign Manufacturers willing to expand their business within India. Capacitor manufacturers are not allowed to export or import capacitors within India without obtaining an FMCS license. Preparation: Manufacturers have to accept all the terms and conditions of BIS FMCS as a mandatory requirement. Along with this, the manufacturer has to gather all the required documents such as the manufacturing process, list of machinery, business license, laboratory reports, list of raw materials, etc.
Registration Form: Once the manufacturer has gathered the required paperwork, they must register themselves and pay the registration fee to obtain an FMCS license. By providing the documents, the manufacturer may apply both offline at the FMCD department in Delhi and online at the BIS website. He or she is required to fill in complete and accurate information in the application form.
Issue Raised (if any): Only complete, accurate, and error-free applications are taken into consideration by authorities. The organization receives an email from the authorities notifying them of the issues with the application form.
Nomination of AIR: The authorized Indian Representative is referred to as AIR. The organization chooses an AIR to represent the organization's interests and decisions to the BIS authorities. An AIR must reside in India and be well-versed in government institutions, policies, and organizations.
Factory Audit: The manufacturer is required to pay an audit fee. BIS officials visit the production facility to evaluate the factory premises and the entire process of production. It includes the efficiency of its machinery, its adherence to quality control requirements, its manufacturing process, raw materials used, etc.
Product Sample: To evaluate the quality, effectiveness, dependability, and safety criteria of capacitors, BIS officials gather a sample of the devices. In order to better understand the compliance, the sample is evaluated at both the internal and BIS-approved laboratories.
Laboratory Results: If the laboratory results are unfavorable and show that Capacitors do not meet BIS standards, the license-issuing process is terminated. However, the process of issuing an FMCS license moves forward if the test results are positive and show that Capacitors comply with BIS standards.
Issuance of Certification: The FMCS license fee as well as the advance minimum marking cost must be paid by the manufacturer. The organization receives an FMCS license if the fees are paid and the aforementioned steps are followed.
Indemnity Bond and PBG: The manufacturer has to sign an indemnity bond with the BIS authorities. Along with that, the manufacturer has to pay USD 10,000 as Performance Bank Guarantee.
Capacitors are thoroughly inspected to prevent any accidents like fires, short circuits, etc. FMCS license is given as a result of favorable test results. The FMCS license's initial certification is valid for two years. The manufacturer is then obliged to pay a renewal fee to maintain their FMCS license. A renewed certificate is given following the successful payment of the license renewal fee. A renewed certificate has a minimum one-year and a maximum five-year validity period. The BIS officials would impose a late fee of Rs 5,000 on the producer if the certification is kept active after the original certification's expiration date.
