It is mandatory for any establishment to apply for a CTE before starting its operations or function has taken place in an organization. The Government of Gujarat has launched a portal called XGN which stands for extended Green Node which makes it easy for an application to be submitted online as per the provisions of Environmental Laws.

The Manufacturer must first register with the Pollution Control Committee of Daman & Diu. After registration, the applications for Consent Certificates are submitted with the required documents and applicable fees.
The authorized staff of the Pollution Control Committee of Daman & Diu makes a required site visit after receiving both applications for Consent certificates in order to compile an in-depth report.
After the report is reviewed by the PCC of Daman & Diu, consent certificates are granted to the manufacturer for establishing and operating the unit.
The size of the industries and the amount of resources they consume have been the main factors used in the categorization processes, pollution from the discharge of pollutants and effluents, as well as the potential health effects, have not been taken into consideration.

The registration relating to the establishment or transboundary movement or cross-country movement of hazardous waste is regulated under the Hazardous Waste( Management, handling and Transboundary Movement) Rules, 2008. The organization managing the hazardous waste needs to submit an application on Form 1 to the Daman & Diu Pollution Control Committee in order to be authorized.
