Online - eTender & eProcurement process in Uttar Pradesh
eTenders, also known as electronic tenders, are an internet-based process of acquiring tenders from public procurement through various government-owned entities via eProcurement portals.
The entire procedure of allocating a tender, from the advertisement to the selection of vendors, is done online. eTenders are preferred by most government & private entities because of transparency, implementation, and cost efficiency.
etenders enable these entities to obtain the best solutions to their problems from global vendors. In addition, increased competition among vendors guarantees that these organizations receive the most competitive pricing and quality products.
Bidding and procurement for government contracts are done through various eProcurment portals such central public procurement portal (CPPP).
What is an eTender & eProcurement system for vendors?
The method of acquiring contracts/tenders over the internet in an electronic format is known as the eProcurement System. This facility significantly cuts down on the amount of time needed for the tendering process, as well as the majority of the indirect costs, and it improves the transparency of the procurement process.
Types of etenders
The tender type relies on the project’s complexity and the expertise needed to complete the project.
- Open tenders: These are the common type of eTenders, Where the Tenderer issues a notification on the eProcurement platform as per their requirements for their respective states. Tender notices contain essential information such as due dates, documents needed, and conditions to qualify for the tender.
- Selective tendering: As the term itself is self-explaining, a few vendors are allowed to participate in bidding in such tenders. Selective tendering is used for projects that require immense expertise and knowledge to complete the project. Authorities first shortlist a few vendors based on their past performance and expertise and then send them documents related to the tender.
- Negotiation tendering: These tenders are allocated for specialized fields such as engineering projects and construction. Usually, the Client directly contacts the contractors and negotiate overall project costs, terms & conditions as per their need. Such contracts are given to single contractors rather than many vendors.
Process for the selection of vendors
The entity allocating tenders will decide what tender will be used and released. Once the tender is finalized, the next step is to establish the method of seeking information from the contractors.
Step 1: Expression of Interest (EOI):
EOI is a screening process before selecting vendors. This process is used to shortlist the interested parties before getting detailed quotations.
The Client then can use a selective tendering procedure and call for tenders from interested vendors. This helps accelerate the process and get quality bids only from interested parties.
Step 2: Request for Information (RFI):
A phytosanitary certificate is obtained by providing comprehensive documentation like an application form, invoices, packing list, etc., and any necessary permits. These documents allow inspection of your plant products and are proof that your plant products conform to phytosanitary regulations.
Step 3: Request for Proposal (RFP):
A Request for Proposal (RFP) is a formal document that asks for a specific action plan of vendors managing the project. It contains detailed information on the difficulties of the project, as well as the business goals and deadline.
Step 4: Request for Quotation (RFQ):
This document is more specific in asking for the Client’s exact requirements and requires vendors to quote their prices.
