The Extended Producers Responsibility (EPR) was introduced by the Central Pollution Control Board (CPCB) of India and it ensures waste management of different categories. Extended Producers Responsibility (EPR) manages the plastic waste generated by producers, importers and brand owners during pre-consumer and post-consumer phases. To manage the multi-layered plastic waste, the EPR takes configurative measures with adherence to Plastic Waste Management Rules, 2022. Proper recycling, re-use and disposal by the producers, importers and brand owners (PIBOs) to maintain generation of multilayer plastic waste and meet the annual target by following the Plastic Waste Management Rules, 2022 is ensured by the CPCB EPR registration.
The producers, importers and brand owners (PIBOs) who wish to acquire an EPR registration for multi-layered plastic waste from Central Pollution Control Board (CPCB) or State Pollution Control Board (SPCB) may connect with us, Professional Utilities, for an easy and smooth application process. The PIBOs will be granted their CPCB EPR registration for multilayer plastic waste with ease and convenience as we manage the entire process in a timely manner.

Multi-Layered Plastic (MLP) is material used for packaging which has at least one layer of plastic as the main ingredients along with another or more layers of materials which may include paper, paper board, polymeric materials, metalized layers or aluminum foil, it could either be in form of a laminate or co-extruded structure. Multilayer Plastic waste leaves toxicated plastic material in its surrounding atmosphere which pollutes air, water and the environment.
PIBOs have to abide by the Plastic Waste Management Rules, 2022 and execute EPR plans to recycle, re-use and dispose of the multi-layered plastic waste. PIBOs who seek certificate of authorization from the CBCP authorities may apply for EPR registration to manage multilayer plastic waste. In addition, EPR Registration for Flexible Plastic Waste is also essential for managing plastic materials that are commonly used in flexible packaging formats to ensure proper recycling and eco-friendly disposal.
Extended Producer Responsibility (EPR) registration aids in the betterment of the management processes for multilayer plastic waste. The EPR registration ensures producers, importers and brand owners (PIBOs) are responsible for managing the multi-layered plastic waste generated during pre-consumer and post-consumer stages. PIBOs who possess an EPR registration certificate to manage multi-layered plastic waste stand out in the market as their dedication for sustainable environment promotes their brand image and get acknowledgement amongst consumers, investors and regulatory bodies for management of multilayer plastic.
Application process for the CPCB EPR registration certificate of authorization for PIBOs to manage multi-layered plastic waste will be issued after below listed four steps:
Business name, start date, location, owner and related details.
Liquid waste or chemical waste that is being generated.
Amount of multilayer plastic waste being generated.
EPR action plans to manage multi-layered plastic waste.
After successful completion of registration by an entity with CPCB/SPCBs for management of multilayer plastic waste, they have to implement an EPR action plan and meet their annual EPR target as mentioned in the certificate
Producers, importers and brand owners (PIBOs) have to comply with the CBCP guidelines once they acquire EPR registration certificate to ensure that the multi-layered plastic waste gets processed through EPR authorized "plastic waste processors". Importers are required to obtain certificates from PWPs (Plastic waste processors) as per the quantity of multilayer plastic waste processed by PWPs.
PIBOs who wish to acquire the EPR registration certificate to manage multi-layered plastic waste are required to provide all the above listed documents.
Note: After successful application with CPCB or respective SPCP/PCCs authorities then it will take around 15 days for its commencement.
The EPR registration fees for the certificate of authorization to manage multilayer plastic waste is tabulated below and the determining factor of the fees is the quantity of multi-layered plastic waste generated by PIBOs throughout the year.
Plastic Waste Generated Annually | EPR Registration Fees |
---|---|
Less than 1000 TPA | Rs 10,000 |
Between 1000 to 10000 TPA | Rs 20,000 |
More than 10000 TPA | Rs 50,000 |
Note : The fees for EPR registration for multilayer plastic waste mentioned in the table above is government fees of the CPCB or respective SPCP/PCCs authorities.
Listed below are some crucial benefits of the EPR registration to manage the multilayer plastic waste by the producers, importers and brand owners (PIBOs):
Entities with EPR registration certificate are obliged to reduce waste generation, dispose of the multi-layered plastic waste and promote recycling of plastic waste to follow the CPCB guidelines for conservation of natural resources and environment.
PIBOs with an EPR registration certificate of authorization to manage the multilayer plastic waste gain access to recycling facilities and reduce expenses required for waste management.
PIBOs are required to comply with EPR rules and guidelines for multi-layered plastic waste to avoid being penalized or face legal consequences which maintains a healthy relationship with the regulatory bodies and upholds the brand’s reputation.
Entities reducing waste generation, disposing multi-layered plastic waste and promoting recycling of multilayer plastic waste with compliance to EPR registration get recognised amongst competitors and environmentally conscious consumers.
If an entity is found to be violating the guidelines of Central Pollution Control Board (CPCB) authorities, then their EPR registration may be canceled or suspended under the following circumstances.
At Professional Utilities, we leverage our industry knowledge and expertise to help businesses navigate complex regulations, minimize risks, and optimize operations for maximum efficiency and profitability.
Frequently Asked Questions
The CPCB/ SPCBs authorities decide the annual EPR target for the producers, importers and brand owners based on the amount of multi-layered plastic waste generated by them.
Yes, the acronym PIBOs stands for “producers, importers and brand owners” and it is mandatory for the importers who generate multilayer plastic waste to get an EPR registration certificate.
No, Micro, Small and Medium Enterprises (MSMEs) are exempted from the EPR implementation under PWN rules.
The fees charged for the EPR registration for multi-layered plastic waste management is determined by the amount of waste generated by PIBOs yearly during pre-consumer and post consumer phases.
