EPR, which stands for ‘Extended Producers Responsibility’, has the responsibility to overlook the plastic waste produced by the producers, importers and brand owners (PIBOs) throughout the pre-consumer and post-consumer stages. The Central Pollution Control Board of India had introduced the Extended Producers Responsibility (EPR) for different categories of waste. The EPR must make configurative measures to curb plastic waste of different categories while following the Plastic Waste Management Rules, 2022. Recycling, re-use and disposal of flexible plastic waste that is generated by producers, importers and brand owners (PIBOs) is ensured by CPCB EPR registration and annual target as per the Plastic Waste Management Rules, 2022.
We, the team of Professional Utilities, assist the producers, importers and brand owners (PIBOs) to initiate the online EPR Registration Process with Central Pollution Control Board (CPCB) or State Pollution Control Board (SPCB). The PIBOs receive their EPR Registration certificate with ease and certificate as we manage the entire process in a timely manner.

Flexible Plastic includes bags made from plastic material or compostable plastic material which is majorly utilized for carrying or dispensing commodities that feature self-carrying, flexible plastic sheet however, flexible plastic pipe, bags that constitute or form an integral part of the packaging in which goods are sealed prior to use are excluded from the category of Flexible Plastic.
Flexible Packaging Plastic Waste (FPPW) emits various harmful chemicals and the non-biodegradability nature of its materials degrades the environment. Configurative measures to recycle, re-use and dispose of the flexible plastic waste with adherence to the Plastic Waste Management Rules, 2022 are to be taken by the producers, importers and brand owners (PIBOs). The EPR registration certificate has been mandated by the Central Pollution Control Board (CPCB) for the management of the flexible plastic waste generated by PIBOs.
The EPR registration incentivizes producers, importers and brand owners (PIBOs) to manage the flexible plastic waste generated by their products, specifically their flexible packaging plastic, pre-consumer and post-consumer uses. Extended Producer Responsibility (EPR) registration is crucial to manage waste and promote a better environment. PIBOs with an EPR registration certificate of authorization to manage flexible plastic waste benefit from better brand image amongst competitors due to their commitment for betterment of environment and consumers, investors and regulatory bodies also acknowledge their efforts.
PIBOs who wish to file for the certificate of authorization for management of flexible plastic waste can start the application process of CPCB EPR registration by following four steps.
Name, start date, location, owner and related details of the company.
Details about Liquid waste or chemical waste generated.
Amount of flexible plastic waste generated.
EPR action plans for flexible plastic waste management.
After successful registration with the CPCB/SPCBs an entity must implement EPR action plans and focus on completing the annual EPR target to avoid penalties.
As per the CPCB guidelines, producers, importers and brand owners (PIBOs) have to comply with the CPCB Rules and manage the flexible plastic waste with EPR authorized "plastic waste processors". Plastic waste processors (PWPs) certificate is mandatory for the importers which is granted on the basis of waste amount that is processed by PWPs.
PIBOs who wish to acquire the EPR registration certificate to manage flexible plastic waste are required to provide all the above listed documents.
Note: After successful application with CPCB or respective SPCP/PCCs authorities then it will take around 15 days for its commencement.
The EPR registration fees to get the certificate of authorization to manage flexible plastic waste is tabulated below which and the fees is determined by the quantity of waste produced by PIBOs annually.
Plastic Waste Generated Annually | EPR Registration Fees |
---|---|
Less than 1000 TPA | Rs 10,000 |
Between 1000 to 10000 TPA | Rs 20,000 |
More than 10000 TPA | Rs 50,000 |
Note: The EPR registration fees displayed in the table above are the government fees of the CPCB or respective SPCP/PCCs authorities.
Here are the benefits of EPR registration for management of the flexible plastic waste by the producers, importers and brand owners (PIBOs):
EPR registration ensures that the entities reduce waste generation, dispose of the Flexible Plastic Waste and promote recycling of plastic waste which results in preservation of natural resources and environment.
EPR registration certificate of authorization to manage flexible plastic waste has been issued for PIBOs, they can utilize recycling facilities and infrastructure for waste management and save their finances needed for waste management.
The CPCB guidelines are to be followed by the PIBOs with EPR registration certificate and avoid being penalized or face legal consequences for non-compliance.
The entities who manage waste and possess EPR registration certificate get recognition in the market against competitors and are highly preferred by environmentally conscious consumers and they also maintain a healthy relationship with the regulatory bodies to uphold their brand’s reputation.
In case of non-compliance with Central Pollution Control Board (CPCB) rules and guidelines, the authorities have the right to cancel or suspend the EPR registration of PIBOs for management of flexible plastic waste. Some of the potential non-compliance actions are listed below.
At Professional Utilities, we leverage our industry knowledge and expertise to help businesses navigate complex regulations, minimize risks, and optimize operations for maximum efficiency and profitability.
Frequently Asked Questions
