EPR stands for ‘Extended Producers Responsibility’ and caters to the plastic waste produced by the producers, importers and brand owners (PIBOs) throughout the pre-consumer and post-consumer stages to ensure that it gets disposed of properly. The Extended Producers Responsibility (EPR) was introduced by the Central Pollution Control Board (CPCB) of India for management of different categories of waste. The EPR ensures that producers, importers and brand owners (PIBOs) implement configurative measures to curb compostable plastic waste in accordance with the Plastic Waste Management Rules, 2022.
The PIBOs are required to recycle, re-use and dispose of compostable plastic waste generated by their products to meet the annual target of CPCB EPR registration and comply with the Plastic Waste Management Rules, 2022. The Compostable Plastics go through the process of degradation biologically during their composition to yield carbon dioxide, water, inorganic compounds and biomass in a consistent flow as other known compostable materials, and it excludes conventional petroleum-based plastics. The Compostable plastic waste does not emit any visible, distinguishable or toxic remnants in the environment.
The PIBOs are required to take configurative measures to recycle, re-use and dispose of the compostable plastic waste with adherence to the Plastic Waste Management Rules, 2022. The Central Pollution Control Board (CPCB) has mandated the EPR registration certificate for PIBOs to manage the compostable plastic waste generated during pre-consumer and post-consumer phases.

Details about Liquid waste or chemical waste generated.
Amount of compostable plastic waste generated.
EPR action plans for compostable plastic waste management.
PIBOs may implement EPR action plans after successfully registering with the CPCB/SPCBs and focus on completing the annual EPR target to avoid being penalized.
PIBOs must comply with the CPCB guidelines and manage the compostable plastic waste with EPR authorized Plastic waste processors (PWPs). The Plastic waste processors certificate has been mandated for the importers and it is issued based on amount of waste which is processed by PWPs.
EPR registration certificate to manage compostable plastic waste will only be issued to PIBOs who submit all the above listed documents without any failure or disparity.
Note: The application will commence after around 15 days of successful registration with CPCB or respective SPCP/PCCs authorities.
PIBOs who wish to get the certificate of authorization to manage compostable plastic waste have to pay the below tabulated fees (determined by the quantity of waste produced by PIBOs annually) while filing the EPR registration.
