Mobile and Electronic Devices Export Promotion Council (MEDEPC) — RCMC Registration, Fees & Process

The fee ranges from ₹23,600 to 11,80,000 inclusive of 18% GST, depending on the applicable membership & turnover category. Mobile and Electronic Devices Export Promotion Council, also known as MEDEPC, is a non-profit organization constituted under the Ministry of Commerce and Industry and the Ministry of Electronics and Information Technology (MeitY), GoI. MEDEPC operates under the joint administrative oversight of the Ministry of Commerce and Industry (DGFT) and the Ministry of Electronics and Information Technology (MeitY). The Directorate General of Foreign Trade (DGFT) issued Public Notice No. 49/2015-2020 dated 9th January 2023 to officially recognize the Mobile and Electronic Devices Export Promotion Council (MEDEPC) as an authorized export promotion council under Appendix 2T of the Foreign Trade Policy.

MEDEPC (Mobile and Electronic Devices Export Promotion Council) RCMC for mobile phones, smartphones, consumer electronics, displays, PCBAs, and electronic components, ESC (Electronics and Computer Software Export Promotion Council) RCMC for IT software exports and IT hardware and ECSEPC (Electronics & Computer Software Export Promotion Council of India) are three separate export promotion council established by Government of India. • ECSEPC: Electronics and Computer Software Export Promotion Council of India is the predecessor body from which mobile and electronics product categories were reallocated to MEDEPC. RCMCs issued by ECSEPC or TEPC before 9th January 2023 remain valid until expiry renewal must be completed with MEDEPC thereafter.

Business or entities involved in export of mobile phones, consumer electronics or electronic components listed under MEDEPC's gazette-notified product categories are eligible to apply for MEDEPC RCMC.

• Manufacturer Exporter : Any business entity involved in manufacture and exports of mobile devices, consumer electronics, or electronic components in India are eligible for MEDEPC registration. Large scale manufacturers supplying global brands are also eligible under this category.
• Merchant cum Manufacturer Exporter : Business entities involved in both manufacturing and trade of mobile devices or electronics either directly from its manufacturing unit or through using third-party manufacturing facility.
• Merchant Exporter : Trading entities involved in export of mobile devices or electronic products by purchasing them through Indian manufacturers are eligible to apply for MEDEPC RCMC Registration in India.
• Service Provider : Service providers providing services to the mobile and electronic export system including electronics testing laboratories, certification bodies, product compliance agencies and packaging service providers can also obtain MEDEPC RCMC under the Service Provider category.
