Note: The above fee structure represents the Normal Mode, Combined Mode, and Tatkal Mode charges for testing and certification of packaging materials for UN Certificates. If you obtain Combined Tatkal Mode Certification, the Government fee will be 1.5x the Normal Mode charges.

The Indian Institute of Packaging (IIP) requires packaging used in the transportation of hazardous or dangerous goods to have the UN Mark IIP Certificate for Dangerous Goods. According to the United Nations Recommendations on the Transport of Dangerous Goods, these products are classified into a number of categories, such as flammable liquids, explosives, toxic substances, corrosives, and more.

Drums, boxes, jerricans, and containers are among the packaging materials that are guaranteed to meet international safety and performance standards thanks to this certificate. To ensure that it can safely contain and transport hazardous materials without running the risk of leakage, explosion, or contamination, the packaging must pass stringent tests such as drop tests, pressure tests, stacking tests, and vibration tests.

Dangerous goods are highly reactive substances that may explode due to chemical reactions. To ensure safe transportation by air or sea, they require UN certification as proof of compliance with international safety regulations. Below is the list of 9 different classes of dangerous goods:

• Class 1: Explosive, such as fireworks, gunpowder
• Class 2: Gases such as carbon monoxide, propane
• Class 3: Flammable liquids like petrol, paint
• Class 4: Flammable solids such as sulfur, magnesium powder
• Class 5: Oxidizing chemicals and organic peroxide like zinc peroxide, sodium nitrate
• Class 6: Hazardous and infectious substances such as barium cyanide and arsenic
• Class 7: Radioactive material such as uranium hexafluoride
• Class 8: Corrosive substances such as potassium hydroxide
• Class 9: Miscellaneous dangerous substances or items such as Lithium-ion batteries, plastic molding compounds or medical kit

Note: Lithium batteries are among the most common DG products for Indian exporters. UN Mark IIP Certification for lithium battery packaging and an MSDS Certificate for Batteries are required for all air and sea exports.

Dangerous or hazardous goods are classified into three packing groups based on their level of risk they pose:

• Packing group I (X mark) for high danger materials
• Packing group II (Y mark) for medium danger materials
• Packing group III (Z mark) for low danger materials

Note: The letter on the UN mark (X, Y, or Z) tells customs and handlers the maximum severity of hazard the package is rated for.

UN Mark IIP certificate, issued by the Indian Institute of Packaging (IIP) is a globally recognized approval for packages that contain dangerous substances for transport. Validity of the IIP UN Mark certificate depends on the ISO status of the manufacturer. Exporters get an additional 10 to 180 days (depending on the mode of transport used) to ship the already-manufactured packages.

• ISO 9000 Certified Manufacturers: Valid for 18 months
• General Category (Non-ISO) Manufacturers: Valid for 9 months

UN Mark IIP Certification is widely required across multiple industrial sectors involved in the export of regulated substances.

• Chemical exporters (Class 3, 6, 8) require certified packaging for safe handling and international shipment of hazardous substances.
• Battery manufacturers (Class 9 – lithium batteries) need UN-certified packaging for secure air and sea exports.
• Pharmaceutical API exporters (Class 6), paint and coating manufacturers (Class 3), and gas exporters (Class 2) depend on compliant packaging for regulatory approval.
• Pesticide and agrochemical exporters (Class 6), mining explosives manufacturers (Class 1), and petroleum product exporters (Class 3) also require certified packaging.
