The Central Pollution Control Board (CPCB) of India introduced the Extended Producers Responsibility (EPR), which ensures waste management of different categories. Extended Producers Responsibility (EPR) is responsible to cater to the process of managing the plastic waste generated by producers, importers, and brand owners (PIBOs) throughout the pre-consumer and post-consumer phases. To manage the virgin plastic waste, the EPR implements configurative measures in accordance with the Plastic Waste Management Rules, 2022. The CPCB EPR registration for the producers, importers, and brand owners (PIBOs) is to assure the recycling, re-use, and disposal of virgin plastic waste and meet the annual target as per the Plastic Waste Management Rules, 2022.
Producers, importers, and brand owners (PIBOs) that want to obtain an EPR registration for virgin plastic waste from the Central Pollution Control Board (CPCB) or the State Pollution Control Board (SPCB) may reach out to us, Professional Utilities, for convenient application process. The PIBOs will be issued a CPCB EPR certificate for virgin plastic waste in a timely manner by our assistance.

Virgin Plastic meaning plastic material that has never been subjected to any prior use and has not been combined with scrap or waste. The chemicals emitted from the Virgin Plastic waste contributes to greenhouse gas emissions and also pollutes the environment throughout the process of extraction, refining, and manufacturing. PIBOs must implement EPR action plans to recycle, reuse, and dispose of virgin plastic waste, in accordance with the Plastic Waste Management Rules, 2022. Certificate of authorization to manage the virgin plastic waste will be required by the PIBOs from the CBCP authorities by applying for EPR registration.
The Extended Producer Responsibility (EPR) helps the PIBOs in the management of virgin plastic waste management produced during pre-consumer and post-consumer phases. Producers, importers, and brand owners (PIBOs) who possess an EPR registration are held accountable to manage the virgin plastic waste generated throughout the stages of pre-consumer and post-consumer use. Entities with EPR registration stand out in the market due to their commitment for environmental sustainability, which promotes their brand image and they are recognized by investors, customers, and regulatory bodies for management of virgin plastic waste.
The four steps listed below are to be followed to file for the CPCB EPR registration certificate of authorization for PIBOs to manage virgin plastic waste:
Business name, start date, location, owner and related details.
Liquid waste or chemical waste that is being generated.
Amount of virgin plastic waste being generated.
EPR action plans to manage virgin plastic waste.
An entity has to implement an EPR action plan and ensure that they meet the annual EPR target set by the CPCB/SPCBs authorities to manage the virgin plastic waste.
After obtaining the EPR registration certificate, producers, importers, and brand owners (PIBOs) are required to adhere to the CBCP guidelines to ensure that virgin plastic waste is processed by EPR authorized "plastic waste processors''. Importers must obtain certificates from PWPs (plastic waste processors), based on the amount of virgin plastic waste that PWPs process.
All of the above mentioned documents must be submitted by PIBOs to acquire the EPR registration certificate for management of the virgin plastic trash.
Note: After successful application with CPCB or respective SPCP/PCCs authorities then it will take around 15 days for its commencement.
The EPR registration fees for the certificate of authorization to manage virgin plastic waste is tabulated below and the determining factor of the registration fees is the amount of virgin plastic waste generated by PIBOs annually.
Plastic Waste Generated Annually | EPR Registration Fees |
---|---|
Less than 1000 TPA | Rs 10,000 |
Between 1000 to 10000 TPA | Rs 20,000 |
More than 10000 TPA | Rs 50,000 |
Note : The fees for EPR registration for virgin plastic waste mentioned in the table above is government fees of the CPCB or respective SPCP/PCCs authorities.
The following are some important benefits provided to producers, importers, and brand owners (PIBOs) who have completed EPR registration to manage the virgin plastic waste:
Entities who possess an EPR registration certificate are required to reduce waste generation, dispose of virgin plastic waste, and promote recycling of plastic waste recycling to comply with the CPCB guidelines and preserve natural resources and protect the environment.
EPR registration certificate of authorization to manage the virgin plastic waste grants the PIBOs access to recycling facilities and infrastructure which results in reduction of expenses required for waste management.
PIBOs have to obey the EPR rules and guidelines for management of the virgin plastic waste to avoid penalties or legal consequences and maintain a healthy relationship with the regulatory bodies to uphold the brand’s reputation.
Entities who contribute in the reduction of waste generation, dispose and promote recycling of virgin plastic waste with compliance to EPR registration gain recognition amongst competitors and environmentally conscious consumers.
Any entity who does not comply with the guidelines instituted by the Central Pollution Control Board (CPCB) authorities will face cancellation or suspension of thor EPR registration. Some of the circumstances that may lead to the said consequences are listed below.
