Extended Producers Responsibility or EPR manages the plastic waste generated by producers, importers and brand owners during pre-consumer and post-consumer phases. The Extended Producers Responsibility (EPR) was instituted by the Central Pollution Control Board of India for different categories. The EPR takes configurative measures to curb plastic waste of different categories with adherence to Plastic Waste Management Rules, 2022. The CPCB EPR registration ensures that the rigid plastic waste generated by producers, importers and brand owners (PIBOs) is recycled, re-used and disposed of to maintain waste generation and meet the annual target by following the Plastic Waste Management Rules, 2022.
The producers, importers and brand owners (PIBOs) can file an online application for EPR registration certificate to either Central Pollution Control Board (CPCB) or State Pollution Control Board (SPCB). Rigid Plastic is referred to material containing a high polymer such as polyethylene terephthalate, high density polyethylene, Vinyl, low density polyethylene, polypropylene, polystyrene resins, multi-materials like acrylonitrile butadiene styrene, polyphenylene oxide, polycarbonate, Polybutylene terephthalate as an essential ingredient. Rigid Plastic waste releases harmful chemicals and its non-biodegradability spoils the environment. PIBOs must recycle, re-use and dispose of the rigid plastic waste with adherence to the Plastic Waste Management Rules, 2022. Additionally, EPR Registration for Virgin Plastic Waste is an important step to ensure the responsible management of plastics that have not been previously used or processed. Once an applicant has completed the registration with CPCB/SPCBs successfully then they have to implement an EPR action plan and complete their annual EPR target as mentioned in the certificate.
As per the guidelines of the CPCB, producers, importers and brand owners (PIBOs) must match the EPR obligations for them and ensure that the rigid plastic waste gets processed through EPR authorized "plastic waste processors". Importers must necessarily acquire certificates from PWPs (Plastic waste processors) according to the amount of waste processed by PWPs.
Entities must provide above mentioned details along with the required documents according to the guidelines of plastic waste management for PIBOs.
Note: The authorities will commence the application in around 15 days after it has been filled successfully with CPCB or respective SPCP/PCCs.
The fees charged for the EPR registration for rigid plastic waste management is structured based on the amount of waste generated by PIBOs per annum as shown in the table below.
