In India, the Directorate General of Foreign Trade (DGFT) is the apex body accountable for regulating and promoting foreign trade. Recently, the DGFT published a list of restricted import categories and items into India. This list is based on Schedule 1 of the ITC (HS) Classifications of Export & Import Items, which also includes pets of all kinds. Consequently, traders in the imported pet market must obtain approval from the DGFT before importing pets into India to operated their business.
The Directorate General of Foreign Trade (DGFT) aims to achieve a balance between facilitating international trade and safeguarding India's economy, local businesses, and the environment by enforcing import regulations. Nonetheless, after receiving prior import authorization from the DFGT, importers can still bring in products from the restricted schedule list.
Pets can be imported either via passenger baggage as per the classification of pets i,e dogs and cats or they can be imported through air cargo.
Note: Not more than 2 pets are allowed be imported via passenger baggage permanently.

Followings are the few requisites that needed to be fulfilled before importing classified pets i,e. Cats & Dogs in India
Prior to arrival in India
A value of one per thousand or a part thereof, subject to a minimum of INR 500
Provide all the related documents and related details regarding items that you want to import.
Once all the documentation is provided our exports will file an application for the same with respective authorities for your import authorisation of said restricted item.
After the verification of documentation by the concerning authorities the approval for import of restricted items will be granted.
It would take around 3-5 working days to get import authorization once the verification and documentation is completed with the DGFT.
