Missing or incorrectly executed affidavits are the single largest cause of MES application rejection. The core document checklist falls into five groups.

Business and Identity

• PAN, Aadhaar and KYC of all proprietors, partners, or directors
• Constitution proof: Partnership Deed, Certificate of Incorporation with MoA and AoA, or proprietor's identity
• Photographs and specimen signatures

Financial

• Audited balance sheets and ITRs for the last 3 years
• Annual turnover certificate from a practicing CA
• Bank solvency and working capital certificates

Property and Assets

• Affidavits and valuation reports for immovable and movable property held in the contractor's own name
• Fixed assets certificate

Experience and Technical

• Work completion certificates from the last 5 years
• Engineers' qualification and employment affidavits
• Valid electrical licences for HT and EHT categories

Statutory Affidavits

• No outstanding government dues or recovery
• Litigation or arbitration status disclosure
• Disclosure on relatives working in MES, Corps of Engineers, or Ministry of Defence
• GST, EPF, and ESI registration certificates

MES (Military Engineer Services) Enlistment is the official process through which the Engineer-in-Chief’s Branch approves contractors and vendors to undertake works for the Indian Armed Forces. The process is governed by the Contractors Enlistment Rules issued by the E-in-C’s Branch and is conducted online through the MES portal.

Once enlisted, a contractor’s name appears in the MES approved list of contractors for the specific class and category they have qualified under. This is what allows them to download tender documents, submit bids, and execute contracts for defence installations across the country.

MES enlistment is not a permanent grant. It carries a defined validity period (typically five years), requires renewal before expiry, and can be upgraded or downgraded based on the contractor’s performance, financial growth, and demonstrated capacity.

MES contractors are enlisted across seven classes, each with its own tendering ceiling. The class is determined by the contractor’s working capital, fixed assets, immovable property reserve, technical staff, and prior execution track record.

Class limits are revised periodically by the Engineer-in-Chief's (E-in-C’s) Branch, and the figures above are indicative based on the most recent enlistment rules. A small but important rule worth noting: Class SS enlistment is restricted to private limited companies. Proprietorship firms cannot apply for Class SS, regardless of their financial strength.

A contractor can be enlisted in one or more categories depending on the nature of work they propose to undertake. The four broad category groups are as follows.

• Civil Engineering Works: Buildings and roads, water supply and sewage disposal, runways and pavements, marine and harbour works.
• Electrical Works: Low-tension electrical works (up to 1100 volts), high-tension electrical works (excluding 33 KV), and 33 KV and Extra-High-Voltage installations.
• Electrical and Mechanical Engineering Services: Air conditioning and refrigeration, lifts, electrically operated cranes, incinerators, mechanical laundry, fire fighting and fire detection systems, water and effluent treatment.
• Other Miscellaneous Services: Manufacture of furniture, handling of engineer stores and transport, horticulture and landscaping, information technology services, maintenance and operation of E/M installations, repair of transport vehicles, energy audit services and auction services.

Eligibility requirements for MES Enlistment vary by class and category, but the core criteria are common across all enlistments.

• Indian Citizenship and Legal Entity: The applicant must be an Indian citizen or a registered Indian entity. Proprietorships, partnerships, LLPs and private limited companies are all eligible, except Class SS, which is restricted to private limited companies.
• Financial Capacity: Working capital must be demonstrated through balance sheets, bank certificates, recent bank statements, overdraft facility, or fixed deposit receipts. Thresholds scale up with each higher class.
• Property Reserve: Immovable and movable property must be held exclusively in the contractor's or company's own name. Property held by relatives or family members is not counted.
• Technical Staff: Electrical works require at least one engineer with a degree or diploma in electrical engineering. HT and EHT installations need licensed electrical personnel two for Class SS, one for Classes S to E.
• Past Work Experience: Completion certificates for similar works executed in the last 5 years are required. New entrants can submit certified non-MES work experience.
• Police and Character Verification: Photographs of proprietors, partners, or directors are submitted for police verification of character and antecedents.

A clean MES application from a contractor with all documents in order typically takes 90 to 180 working days (approximately 3 to 6 months) from submission to certificate issuance. The timeline is as follows.

Higher classes (A, S, SS) take longer due to deeper financial scrutiny and physical inspections. Most rejections occur at the document verification stage, usually for one of three reasons: financial figures not matching audited statements, immovable property held in family members’ names instead of the contractor’s own name, or missing or incorrectly executed affidavits.

An MES Enlistment Certificate is not a one-time grant. Contractors carry ongoing obligations throughout the enlistment period.

• Maintain Quality of Work Performance: Quality issues, project delays, or specification deviations on tendered works can result in a warning, demotion to a lower class, or removal from the approved contractor list.
• Financial and Statutory Compliance: Annual filings under the Companies Act (for incorporated entities), income tax returns, GST returns, EPF and ESI compliance must all be maintained. Lapses are reported to MES and can affect renewal.
• Periodic Inspections and Audits: MES may conduct periodic inspections of the contractor’s office, machinery and technical staff during the enlistment period to verify continued compliance with class requirements.
• Renewal Adherence: Contractors must initiate renewal before the certificate expires. Lapsed certificates require fresh enlistment, which is treated as a new application.
• Ethical and Legal Conduct: Involvement in litigation, government dues, or arbitration cases must be disclosed promptly. Habitual litigation can lead to delisting.
• Security and Bond Obligations: Standing Security Deposit and contract-specific Security Bonds must be maintained for the duration of every awarded contract.

MES enlistment is typically valid for 5 years. The renewal cycle is published before the expiry date, and contractors must submit updated financial statements, work experience certificates, solvency proof, and asset documentation at the time of renewal. The renewal process takes time comparable to a fresh enlistment, so document preparation should begin at least 60 days before expiry.

Class upgradation (for example, from Class E to Class D, or from Class C to Class B) is permitted after the contractor has demonstrated satisfactory execution of works at the current class level and meets the upgraded financial and technical benchmarks. Upgradation requires an additional verification cycle and supporting documents reflecting the higher capacity.

Not all medical devices imported in India need an MD-15 license. The type of license required depends on whether the medical device is notified or non-notified under the Medical Device Rules, 2017.

• Direct Access to Defence-Sector Tenders: Enlisted contractors can bid for MES projects across India for the Army, Navy, Air Force, and DRDO. These tenders are not accessible to non-enlisted contractors.
• Long-Term Contract Pipeline: MES handles infrastructure for over 600 defence stations, generating a steady volume of construction, maintenance, and renovation contracts year on year.
• Payment Security: Government-backed payment cycles reduce the credit risk that contractors face with private clients. Payment timelines are governed by contract terms and standard MES procedures.
• Credibility and Business Profile Boost: MES enlistment is widely recognised across the Indian construction sector and supports applications for other government registrations such as CPWD, NHAI, BHEL, NBCC, and Railway contractor enlistment.
• Pathway to Larger Government Contracts: Successful execution in one class enables upgradation, which in turn enables bidding for larger contracts. Contractors who progress from Class E through Class A can build a substantial defence-sector portfolio over a decade.

After tracking enlistment outcomes across multiple application cycles, the recurring rejection causes are as follows.

• Property in Relatives’ Names: Immovable or movable property held in the name of family members, spouses, or relatives is not counted toward the minimum reserve. The most common rejection triggers across all classes.
• Financial Mismatches: Working capital figures stated in the application do not match the audited balance sheets, bank certificates, or solvency certificates. Even small discrepancies result in rejection.
• Missing or Defective Affidavits: Affidavits not executed on appropriate non-judicial stamp paper, not notarised, or missing the relative-officer disclosure. The relative-officer affidavit (covering Gazetted Officers, Commissioned Officers, and Junior Engineers) is mandatory and frequently overlooked.
• Insufficient Past Work Experience: Work completion certificates not signed by the issuing authority, or certificates that don’t match the proposed category of MES work.
• Habitual Litigation: Contractors with multiple ongoing arbitration or litigation cases are flagged as habitual litigants. This is a discretionary ground for the enlisting authority and frequently results in rejection of upgradation applications.
• Class SS Applied by Non-Pvt Ltd Entities: Proprietorship and partnership firms applying for Class SS are rejected at the threshold check. Class SS is restricted to private limited companies.
