2. Explosives Act, 1884

3. Petroleum Act

The Petroleum Act of 2002 is the act that has amended the law relating to petroleum and other flammable substances, including the legal provisions pertaining to the import, transport, storage, production, and refining and blending thereof and the licenses in respect of the import, transport, and export of the petroleum products, which have been allocated in such a manner that the manufacturers of the petroleum products would not be exposed to any kind of legal limitations, including those pertaining to the delivery and dispatch of the petroleum, the approval of the containers, and the prevention of the escape of the petroleum.  

Documents Required For Petroleum act under PESO: 

Following are the documents required to obtain a PESO certificate under the Petroleum Act:  

  • Application on form XI
  • Original, expired license
  • Bank draft of requisite license fee with penalty fee equivalent to 1 year license fee with penalty Fee equivalent to one year
  • 4 copies of the approved drawing attached to the expired license.
  • A fresh or revalidated NOC from District Magistrate if application is made after two years of the expiration of license.

4. SMPV 

SMPV is the abbreviation for Static and Mobile Pressure Vessels, which deals with the regulations for cryogenic liquified gas storage vessels that have pressures higher than one atmospheric pressure from the surrounding environment. SMPVS are designed to ensure that the high-intensity materials are safely stored for reasons without any possibility of leakage. Apart from the main purpose, the secondary aim is concerned with ensuring that the purely contained materials do not leak.

Following are the documents required for PESO certification under SMPV rules: 

  1. Application are accepted in appendix III A with 
  • Certificate in support of qualification claimed
  • Two passport-size photographs 
  •  Specimen signature of the applicant and 
  •  Scrutiny fee of Rs. 500/- by demand draft drawn on any nationalized bank in favour of Chief Controller of Explosives payable at Nagpur for grant of recognition as a competent person under rules 18, 99, 33, 43, and 44(2) of SMPV(U) Rules, 1981.

  1. In appendix IIIB,
  • from person holding degree in chemical, mechanical, marine, or metallurgical engineering or equivalent experience
  • along with scrutiny fee of Rs. 1000/- by demand draft drawn on any nationalized bank in favor of Chief Controller of Explosives payable at Nagpur for grant of recognition as inspector under Rule 12(2) of SMPV(U) Rules, 1981, for stagewise inspection of pressure vessels. 

Note : If the qualification and experience of the Technical Person(s) proposed to be recognized are found in accordance with Appendix II of SMPV(U) Rules, 1981, the person is called to appear before the Interview board, composed of 3 to 4 Senior officers of PESO.

5. GCR, 2016

The GCR (Gas Cylinder Rules) 2016 defines the rules on the dispatch and delivery of gas cylinders, special precautions against accidents, storage, manufacture, handling, loading, unloading, and transport of cylinders or cascades, re-testing, and the conversion of cylinders. Permission for cylinder testing stations shall begin for a period of one year, which may be extended to a maximum period of ten years subject to the production of a valid ISO accreditation certificate issued by any nationally or internationally accredited agency, testing records for the period of validity and on payment of fee. 

Document validity is required for GCR Rules, 2016 Under PESO Certification 

Following are the documents required for the grant of approval of PESO license for GCR Rules 2016: 

  • fee as per Schedule V;
  • application in Schedule III for the manufacture of cylinders, valves and LPG regulators, along with all the relevant documents;
  • the ISO accreditation or equivalent certificate issued by any nationally or internationally recognized agency within a period of one year from the date of approval;
  • list of relevant code, specificationsand technical literature available;
  • ownership proof for legal and physical possession of the land, where such facilities are proposed to be set up;
  • detailed report on manufacturer, inspection and testing proposed to be followed;
  • design drawing scheme for manufacture and testing of cylinder, valves, and  regulator proposed to beset-nufactured duly vetted by Bureau of Indian Standard or any other recognized third-party inspection agency; and
  • organizational set- up of the applicant with specific reference to qualifications and experience of the personnel engaged in the manufacture of cylinder, valves and LPG regulators;
