The registration Process of Bed & Breakfast (B&B) under the Ministry of Tourism is as follows-
- Step 1: Registration ID Creation: The first step to register a B&B on the NIDHI Portal is to generate an ID by providing details for the B&B and its owner. The registration ID is a unique differentiator for the B&B, and it must be kept safely for further use.
- Step 2: Pledge certificate issuance: A Pledge Certificate is issued to the B&Bs by the Ministry of Tourism. It is the compliance document issued on the NIDHI Portal. It ensures a pledge for safe and sustainable tourism.
- Step 3: Police NOC: Owners must apply for a Police NOC as it is an important registration document that needs to be submitted.
- Step 4: Property showcase: The next step is the showcase of the property to the Police authorities. This is important for the issuance of a No-objection Certificate.
- Step 5: Mock assessment and site verification: The mock assessment and Site verification round is conducted by authorities to check the B&B property. All the requirements must be fulfilled by the unit as per the applicable category.
- Step 6: Inspection schedule: An inspection is to be scheduled by the officials, where they will verify all the claims made by the B&B owners.
- Step 7: Quorum: The Quorum includes 1 member from state tourism, 1 from central tourism and 1 from the notified associations.
- Step 8: NC can be raised by the department: Depending on the deficiency, NC (Non-compliance) can be raised by the MoT. It must be reverted to within the specified deadline.
- Step 9: Re-submission of the application: After solving the raised queries, applicants need to resubmit their application.
- Step 10: Issuance of inspection report: An inspection report will be issued to applicants stating the remarks and suggestions from the side of MoT officials.
- Step 11: Issuance of B&B Certificate: The final step is the issuance of the B&B Certificate by the officials to the B&B in Himachal Pradesh.
Note: All B&Bs that are already registered under the Bed & Breakfast Establishments Rules, 2007, shall apply for a registration of Homestay with the HP Tourism. This needs to be done as per the Himachal Pradesh Homestay Rules, 2025, under the Himachal Pradesh Tourism Department.
