• GST Registration Certificate
• Import-Export Code’s Detail.
• Latest Passport size photograph (all Partners/all Directors/Proprietor).
• Copy of the Residential Address proof of the partners/proprietors/directors like voter ID card, passport etc.
• Partnership deed in respect of Partnership firms/Memorandum of Association of the Company.
• NOC from owner, rent agreement/lease deed and Licence for Factory/ trade / manufacture / Lal Dora certificate from MCD/NDMC/DDA etc. If the MCD licence is not readily available to the applicant, an affidavit-based undertaking that the business location is not in a non-conforming area and/or is not likely to be sealed by the MCD or relocated must be submitted.
• Copy of the sale deed/allotment letter, property tax receipt, or Proof of Legal title of the premises. For a company, a copy of a memorandum of articles needs to be attached

• Receipt of Offences for which challenged and whether it is compounded.
• Commercial area’s Proof.

• Filling of LMPC Registration Application form:- First application form needs to be filled. The application form is submitted at the local government unit to the director of metrology.
• Submission of the Documents:- Submission of the documents - Required documents need to be submitted along with the application form.
• Reviewing of Application:- After the submission of the application and document. These are reviewed by the proper tax officer.
• Make Payment:- Make Payment - After the verification of the documents and application. Required fee needs to be done. Within 7 days a registration certificate is issued.
• Issuing of LMPC Certificate:- Issuing of LMPC Certificate - After the completion of the process an LMPC Certificate is issued.

The commodity that is packaged needs to have a plain, conspicuous, and definite declaration. There are a required declarations that needs to be mentioned on the each package as mentioned below-

• When goods are imported, the name of the importer and address are required.
• Name and address of the manufacturer and packer where packer and manufacturer are different.And Address and Name of the manufacturer.
• Common or generic name contained in the package of the Manufacturer.
• The Maximum Retail Price or MRP of the products
• Net quantity of the product contained in the package in terms of standard unit measure or weight or in number
• Detail of the year and month of pack or import or manufacture or pre-packed.
• if relevant, the dimensions of the commodity need to be mentioned, mostly the size of the commodity
• Commodity’s Country of Origin.
• Email address, name, telephone no., and address, need to be mentioned of the person in case of complaint by the customer.

LMPC registration is mandatory for all entities involved in the import, packaging, or manufacturing of pre-packaged goods. The following are required to obtain LMPC registration:

• Food importer
• Packer and Importer
• Manufacture Company
• Cosmetic Importer

Any entity dealing with the import or distribution of pre-packaged commodities must ensure compliance to avoid penalties and shipment delays.

When applying for an LMPC Certificate for import, specific declarations must be provided as part of the compliance process. These include:

• Address of manufacturer
• Country of origin of the product
• The year in which the product is imported
• Manufacturer’s details like address and name.
• Year and Month of manufacture of the product

There are certain exemptions to the LMPC Rules as mentioned below -

• In a hotel or restaurant any cooked fast food which is packaged.
• If the net weight of the packaged food is less than 10 millimetres or 10 grams.
• Under drug order 1995 any chemical formulation that is included.
• More than 50 kg of weight of any agriculture production packages.

• Institutional Consumers or Industrial Consumers’ packages.
• With a weight of more than 25 kg or 25 litres of the package only fertiliser and cement are sold in 50 kgs of packages.
