According to the Insecticides, Act, of 1968, the list of organizations listed below must receive regulatory approval for insecticides. They include manufacturers, importers, distributors, retailers, applicators, farmers, and any other organizations or firms that deal with the selling of insecticide goods. Applicants have to follow the legal registration requirements of CIBRC if they are one of these companies.
For insecticides to be registered in India, applicants must compile a careful dossier with all the necessary information. The main details including the chemical formulation of the insecticide, toxicity profile, efficacy, and environmental impact should all be included.
CIBRC must carefully examine the file presented and, when deemed appropriate, may carry out extensive testing. The registration certificate is only to be granted by the CIBRC, as it is fully convinced that insecticide satisfies strict safety and efficacy requirements. However, the CIBRC does not allow registration of all insecticides that are prohibited or have restricted their use.
Step 1: Application Submission
In order to begin an application process for registration, candidates need to fill out Form I. The required information provided on the form should be filled in the correct manner. The form must be completed by the authority that is appropriate according to the type of entity. Additionally, any changes in the composition of Hindu Undivided Families, partners, Board of Directors, or the person in charge must be reported immediately to the Secretary of Central Insecticides Board and Registration Committee, as well as Licensing Officer.
Step 2: Verification of Data
The Registration Committee can be required to direct an examination of the testing facility in order to verify the information provided. After receiving an application the Registration Committee conducts an inquiry to confirm the effectiveness of the insecticide and the safety claims.
Step 3: Payment of CIBRC Registration Fees
The applicants are required to provide an official bank draft made in favour by the account officer Directorate of Plant Protection, Quarantine & Storage payable. The fee may differ for registration of insecticides that are not registered and the fee for applicants applying for registration of an already registered insecticide under the name of an individual. Applicants must pay the required fee.
Step 4: Grant of CIBRC Registration Certificate
If the Committee is satisfied, it registers the pesticide, assigns a registration number, and issues a certificate within twelve months. If necessary, the Committee may extend the time for up to six months. The Certificate of Registration will be issued in either Form II or Form II-A, depending on the circumstances, and will include the specific conditions specified.

Selling illegal insecticides in India involves serious implications under the Insecticides Act, 1968. For the first infraction, the penalty was up to two years in prison, a fine ranging from tens of thousands to fifty thousand rupees, or both. In the instance of a second or subsequent infraction, the consequences are significantly more severe, with imprisonment of up to three years and fines ranging from fifteen thousand to seventy-five thousand rupees, with the possibility of both imprisonment and fines.
