In other words, these vendors or service providers utilize locally sourced materials and labor for a significant portion, over 20% but under 50%, of the total cost associated with their offerings.
If the local content of goods, services, or works offered by a supplier or service provider for procurement is less than or equal to 20% of the total, it means that the composition of these goods, services, or works includes no more than 20% local materials or labor.
